Under specified supervision, this position assists in the maintenance of park grounds, athletic fields, and facilities. Successful performance in this position contributes to the provision of safe and well-maintained parks for use by the public. Positions in this class are flexibly staffed and are normally filled by advancement from level I to II or when filled from the outside, require previous and directly related experience.

Parks and Facilities Maintenance Worker I

Under direct supervision, this is an entry-level position. Incumbents entering the class are required to have little directly related work experience. Generally, work is observed and reviewed both during performance and upon completion.

Parks and Facilities Maintenance Worker II

Under general supervision, this class is distinguished from Parks and Facilities Maintenance Worker I by the ability to perform the duties assigned with only general supervision and with independence and initiative. Incumbent is expected to be fully proficient in the operation of all equipment within the division.

Parks and Facilities Maintenance Worker I

  • Participates in the maintenance of city parks, athletic fields, and related facilities; performs turf management duties; prepares playgrounds and athletic fields for play.

  • Performs lawn care and landscaping duties, including mowing, weeding, trimming, and removal of grass clippings.

  • Waters, aerates, and fertilizes turf areas.

  • Operates a variety of grounds maintenance equipment, including athletic field conditioner, excavator, backhoe, truck, lawn mower, hedge trimmer, and a variety of hand and power tools.

  • Inspects and performs routine maintenance on assigned vehicles, equipment, and tools; cleans and fuels equipment.

  • Inspects and repairs playground equipment.

  • Maintains tennis courts, basketball courts, public volleyball courts, athletic fields, community center, parking lots, and facilities.

  • Removes litter and debris from playgrounds, parking lots, pavilions, and other park facilities; empties trash receptacles.

  • Plants, waters, trims, removes, and provides care for trees, bushes, and ornamental plants.

  • Repairs and installs fences.

  • Maintains and repairs irrigation systems.

  • Opens and closes facilities; prepares facilities for rental and other events; and cleans facilities following events.

  • Cleans and restocks restrooms and restocks restrooms and cleaning supplies and chemicals.

  • Maintains inventory of all cleaning supplies and chemicals.

  • Performs minor carpentry, plumbing, and electrical repairs as needed.

  • Ensures the proper maintenance and repair of pier facilities, portable restroom trailer, equipment, and hardware. Works with carpenters to repair boardwalk and blowout panels at the pier.

  • Enforces pier rules and regulations.

  • Assists with tournaments and special events as needed. Serves as contact for special events at the City Beach.

  • Performs related duties.



Parks and Facilities Maintenance Worker II

In addition to the previous duties:

  • Operations of all equipment, such as, but not limited to pickup trucks, tractors, trailers, skid-steers, rototillers, sod cutters, trenchers, mowers, string trimmers, edgers, backpack blowers, and various hand tools.

  • Applying herbicides, pesticides and fertilizer.

  • Completes assigned special projects.

  • May provide guidance and train to less experienced workers.

  • May coordinate assigned operational activities in the absence of the supervisor upon request.


MINIMUM QUALIFICATIONS

Parks and Facilities Maintenance Worker I

  • High school diploma or GED.

  • No experience required. At least one season of experience working in a grounds maintenance capacity or landscape related organization preferred.

  • Possession of or ability to readily obtain a valid driver’s license issued by the State of Florida for the type of vehicle or equipment operated.

  • Possession of or ability to obtain CPR / First Aid / AED certifications within twelve (12) months of employment.


Parks and Facilities Maintenance Worker II

In addition to the requirements of Parks and Facilities Maintenance Worker I

  • Two years or three seasons experience of progressively responsible experience with irrigation and more complex commercial mowing equipment, such as walk-behind mowers, zero-turn radius mowers, hydrostatic riding mowers, tractors, etc.

  • Possession of or the ability to obtain a Pesticide Applicator license for limited Lawn & Ornamental within 1 year and Ornamental & Turf, and aquatics within year two.

  • Certified Playground Safety Inspector certification by National Recreation and Park Association highly desirable.

  • Equivalent combinations of education, training, and experience may be considered.

KNOWLEDGE, ABILITIES, AND SKILLS REQUIRED BY THE POSITION

Parks and Facilities Maintenance Worker I

  • Knowledge of City and Department policies and procedures.

  • Knowledge of park grounds maintenance principles and practices.

  • Knowledge of athletic field maintenance principles.

  • Knowledge of the operation of landscape equipment, such as, but not limited to pickup trucks, tractors, trailers, skid-steers, rototillers, sod cutters, trenchers, mowers, string trimmers, edgers, backpack blowers, and various hand tools.

  • Knowledge of irrigation systems.

  • Knowledge of tree and shrub identification, pruning, and plant care techniques.

  • Skill in the safe and lawful operation of all equipment required for the job.

  • Skill in the use of hand and power tools.

  • Skill in the use of a variety of grounds maintenance tools and equipment necessary to perform the functions of the position.

  • Skill in effectively communicating orally and in writing, including following instructions, report issues and request assistance.

  • Skill in dealing tactfully and effectively with the public.

  • Ability to learn and adhere to City and departmental maintenance and safety procedures.

  • Ability to work as a team member.

  • Ability to establish and maintain effective working relationships with City management, employees, contractors, vendors, other agencies, and the public.

  • Ability to resolve problems and provide services.

  • Ability to read, write, and perform mathematical calculations.

  • Ability to work evenings, weekends, holidays, or flexible schedules.


Parks and Facilities Maintenance Worker II

In addition to the KSA’s of Parks and Facilities Maintenance Worker I:

  • Knowledge of large-scale mowing and aeration equipment and other landscape equipment, such as tractors, trucks, trailers, sprayers, forklifts, backhoe, skid steer, and excavator.

  • Skill in the safe and lawful operation of large scale-mowing and aeration equipment, tractors, trucks, trailers, forklifts, backhoe, skid steer, excavator, and a variety of other landscape equipment.

  • Ability to exercise initiative, judgment, and decision making to resolve problems in the field.

  • Ability to mentor or train less experienced employees.


SUPERVISORY CONTROLS

The Parks and Facilities Maintenance Supervisor assigns work in terms of general instructions. The supervisor spot-checks completed work for completeness, compliance with instructions, accuracy, and the nature and propriety of the final results.

Guidelines include city and department policies and procedures. These guidelines are generally clear and specific but may require some interpretation in application.


COMPLEXITY/SCOPE OF WORK

  • The work consists of related maintenance duties. Inclement weather contributes to the complexity of the work.

  • The purpose of this position is to participate in the maintenance of city parks and recreation facilities. Successful performance in this position contributes to provision of safe and well-maintained parks for use by the public.

PHYSICAL DEMANDS / WORK ENVIRONMENT

  • The work is regularly performed while sitting, standing, stooping, bending, kneeling, crouching, walking, reaching, grasping, turning, talking, hearing, seeing, performing manual dexterity, repeatedly twisting the upper body, and requires repetitive body movement. The employee frequently lifts, pushes and pulls up to 50 lbs and occasionally up to 70 pounds of heavy objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes the sense of smell.

  • The work is typically performed outdoors, in extreme heat, humidity, precipitation, wind, and occasionally in cold or inclement weather. The employee may be exposed to noise, dust, dirt, blowing sand, grease, loud noises, tripping and falling hazards, unsteady ground, and machinery with moving parts. Work requires the use of protective devices such as hearing protection, masks, eye protection/goggles, gloves, safety vests, etc.
