Description

This position is responsible for diagnosing, repairing, and maintaining vehicles and equipment. All positions in this class are expected to exhibit outstanding customer skills and interact in a positive manner with the various departments within the City and the public. Positions in this class are flexibly staffed and normally filled internally by advancement from Apprentice level or, when filled from the outside, require previous and directly related experience. An incumbent in this position may be designated as follows:

Fleet Mechanic Apprentice

Under general supervision, this is the entry-level class in the Fleet Mechanic series. Incumbents generally have limited related work experience. Incumbents receive some instruction or assistance in the performance of the duties assigned to this class.

Fleet Mechanic I

Under limited supervision, this is the intermediate-level class in the Fleet Mechanic series. Incumbents assigned to this class are expected to perform the full range of duties assigned to this class with limited supervision and direction.

Fleet Mechanic II

Under direction, this is the senior-level class in Fleet Mechanic series. Incumbents assigned to this class are expected to perform the full range of duties assigned to this class and are expected to work with independence and initiative; work may be reviewed during performance and upon completion.

Examples of Duties

All Fleet Mechanics

  • Completes required paperwork related to work orders and purchase requests.
  • Itemizes and codes parts.
  • Requisitions parts, materials, and supplies.
  • Delivers vehicles and equipment to the dealer for repairs.
  • Maintains the shop and performs housekeeping duties.
  • Conducts themselves in a safe and professional manner.
  • May work a varying schedule and/or shift.
  • May be required to work overtime.
  • Performs other duties and tasks as assigned.

Fleet Mechanic Apprentice

In Addition To The Previous Duties:

  • Assists with inspections, repairs and maintenance tasks on municipal fleet vehicles and equipment
  • Perform basic services including but not limited to:
    • Oil changes
    • Tire rotations and changes
    • Brake checks
    • Battery checks and replacement
    • Filter checks and replacement
    • Light fixture and bulb replacement
    • Checking and replacing belts as necessary
    • Minor electrical diagnosis and repair
    • Maintaining all fluids as necessary
  • Complete basic repairs with guidance
  • Works closely with other members of the Fleet team to coordinate scheduled maintenance and repairs
  • Ensures all vehicles meet safety standards and regulations
Fleet Mechanic I

In Addition To The Previous Duties:

  • Assists with training Fleet Mechanic Apprentice
  • Performs emergency roadside repairs on vehicles as required; troubleshoots vehicle/equipment failures at job sites or arrange for the vehicle to be transported to the workshop or mechanic shop
  • Perform a variety of engine diagnostic procedures.
  • Performs scheduled preventative maintenance functions, including checking the condition of and operation of batteries, tires, lights, transmissions, exhaust systems, brakes, etc., checks and changes fluids and filters.
  • Performs engine, exhaust, electrical, brake, hydraulic, HVAC, transmission, and other repairs on a variety of vehicles and equipment.
  • Use advanced diagnostic tools and software to identify mechanical and electrical faults.
  • Assists with the inspection, repair and maintenance of heavy-duty vehicles and equipment

Fleet Mechanic II

In Addition To The Previous Duties:

  • Mentor, train and guide Fleet Mechanic Apprentice and Fleet Mechanic I.
  • Lead complex diagnostic, repair and maintenance tasks on municipal vehicles and equipment, including heavy-duty equipment.
  • Provide recommendations for and oversee municipal vehicle and equipment maintenance and replacement cycles.
  • Create detailed reports and cost assessments for municipal vehicle and equipment repairs and replacement.

Typical Qualifications

MINIMUM QUALIFICATIONS

All Fleet Mechanics

  • High School Diploma/GED.
  • Florida Driver’s License with Acceptable Driving Record.

Fleet Mechanic Apprentice

  • Completed Technical School, Vocational School or Apprenticeship preferred

Additional Minimum Qualifications Of Fleet Mechanic I

  • Two (2) Years Experience as a Fleet Mechanic Apprentice

OR

  • Two (2) Years Experience as a municipal or fleet mechanic which included a variety of vehicles and equipment
  • ASE Certification(s) or equivalent preferred.
  • Possession or ability to obtain within one (1) year:
    • Class B CDL (Class A Preferred)
Additional Minimum Qualifications Of Fleet Mechanic II

  • Five (5) Years Experience as a Fleet Mechanic

OR

  • Five (5) Years Experience as a municipal or fleet mechanic which included a variety of vehicles and equipment
  • Three (3) Years Experience with heavy-duty vehicles and equipment.
  • EPA 608 Certification or equivalent certifications.
  • Advanced ASE Certification(s) or equivalent preferred.
  • Possession of a Class B CDL (Class A Significantly Preferred).

Equivalent combinations of education and experience may be considered.

Fleet Mechanic I

  • Ability to mentor and train
  • Skill in the diagnosis and repair of a variety of vehicles and equipment.
  • Knowledge of the methods, tools and equipment utilized in the repair and maintenance of a wide variety of vehicles and equipment.
  • Knowledge of preventative maintenance schedules.

Fleet Mechanic II

In Addition To Previous Requirements:

  • Advanced troubleshooting and diagnostic abilities, often using sophisticated computerized diagnostic tools
  • Ability to create detailed reports and perform cost assessments for repairs.
  • Knowledge of the methods, tools and equipment utilized in the repair and maintenance of heavy-duty vehicles and equipment.
  • Knowledge of preventative maintenance schedules for heavy-duty vehicles and equipment.

SUPERVISORY CONTROLS

The Public Works Field Operations Manager assigns work in terms of general instructions and reviews completed work for compliance with safety, procedure, accuracy, timeliness and quality.

GUIDELINES

Guidelines include manufacturer maintenance and repair manuals, work safety guidelines, and city and department policies and procedures. These guidelines are generally clear and specific but may require some interpretation in application.

COMPLEXITY/SCOPE OF WORK

  • The work consists of related vehicle and equipment maintenance and repair duties. The variety of equipment to be maintained contributes to the complexity of the work.
  • The purpose of this position is to repair and maintain city vehicles and equipment. Successful performance helps ensure the provision of safe and well-maintained vehicles for a variety of department and city operations.

PHYSICAL DEMANDS/ WORK ENVIRONMENT

  • While performing the essential duties of this job, the employee is required to talk, hear, see, walk, sit, and stand. The work is typically performed standing while intermittently bending, kneeling, crouching, crawling, and stooping. The employee frequently pushes, pulls, lifts light, medium, and heavy objects, reaches, grasps, climbs ladders, balances, uses tools or equipment requiring a high degree of dexterity, performs repetitive motion, has good depth perception, distinguishes between shades of color, and utilizes the sense of smell.
  • The work is typically performed indoors, occasionally outdoors, in tight spaces, in extreme heat, occasionally in cold or inclement weather. The employee is exposed to sun, noise, vibration, fumes, dust, dirt, grease, chemicals, traffic, machinery with moving parts and other hazards. The work requires the use of protective devices such as masks, goggles, gloves, etc.

PTO Leave: Leave begins accruing immediately. The schedule varies slighter for Fire Fighters.

Years Of Service Completed Annual Leave Cap Available

less than 5 years: 152 hours

5 to 9 years: 176 hours

10 to 14 years: 200 hours

15 to 19 years: 224 hours

20 years: 248 hours

PTO begins accruing immediately. At the end of the year, any unused annual leave will roll over to the next year. Time will be accrued bi-weekly and shown on each paycheck.

RETIREMENT: General employees are fully vested after 10 years of employment. Employees can become partially vested at five (5) years of service. Partial vesting at five (5) years is 50%, six (6) years 60%, seven (7) years 70%, eight (8) years 80%, and nine (9) years 90%. General Employees are eligible for normal retirement upon the earlier of reaching age 55 and the completion of 10 years of credited service or reaching age 50 and the completion of 20 years of credited service. The amount of normal retirement benefit is based on your credited service and average final compensation. See General Employees’ Pension Plan Summary for more details.

Florida Blue Tiered Family Coverage available but paid by Employee via paycheck. (Blue Option LG Plan 03559 Spouse only $621/month; Child/Children $531/month; and Family $1,188/month) (Blue Option LG Plan HDHP Spouse only $280/month; Child/Children $244/month; and Family $535/month).

Spouse Dental Coverage only $34.85/month; Child/Children $49.31/month; Family Dental Coverage $87.48/month. Vision Coverage available: Employee only: $5.24/month; Spouse only $10.50/month; Child/Children $9.97/month; and Family $15.67/month). Both are covered by Humana. The City also offers a suite of Allstate Worksite products available for purchase.

Note: Insurance coverage takes effect on the 1st of the month following your hire date.
