Performs administrative and professional community outreach and engagement work. Plans, develops, organizes, and implements neighborhood programs and services for neighborhood organizations and residents. Develops and manages community and neighborhood leadership training. Responsibilities include communicating the Mayor’s key priorities, project management, and informing and connecting neighborhood leaders and residents to city programs and services. Work is performed under the supervision of the Neighborhood Relations Supervisor. Performance is reviewed through discussions and evaluations of results achieved. This position requires office and field work, including evenings and weekends.

Minimum Qualifications

Bachelor's Degree in Public Administration, Nonprofit Management, Sociology, Volunteer Management, Planning, or related field and minimum three (3) years experience in developing and administering neighborhood or community outreach and enhancement programs; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required.

Establishes collaborations and partnerships with neighborhood and community organizations to establish and maintain strong, sustainable and livable neighborhoods throughout the city.

Serves as a city representative to assigned neighborhoods; functions as a liaison between various city departments and the neighborhoods and/or citizens.

Provides technical assistance to neighborhood leaders and volunteers in the creation, development, operation and management of neighborhood associations, including serving as a catalyst for improvement by working with residents to enhance neighborhoods.

Coordinates marketing, communications, program development, and budget management for various neighborhood leadership programs.

Develops, coordinates, plans, implements and evaluates outreach programs and strategies to enhance and improve the effectiveness of communities and neighborhood associations.

Serves as a representative for the Mayor at neighborhood meetings and community events, including advising the Mayor and other city appointed officials and staff on neighborhood issues, concerns and expectations.

Researches, plans, conducts, implements and evaluates neighborhood organization and leadership training and workshops, including customized training tailored to specific neighborhood organization needs.

Consults with and advises city departments, elected officials, neighborhood organizations, residents regarding issues, concerns and potential solutions to community needs, issues and problems.

Writes and produces newsletters, presentations, and informational materials about city programs, services, best practices, and initiatives to inform citizens and organizations.

Facilitates neighborhood meetings hosted by the city, including advising city departments on meeting format and logistics to achieve the desired meeting outcomes.

Plan, coordinates, implements and manages budgets for special events and activities to engage neighborhood leaders, residents and neighborhood stakeholders. Assists with planning and implementing the annual Neighborhood Summit and other special events.

Develops and manages city programs but not limited to the Mayor’s City Academy, iLead Leaderships Series and Community Connections Workshops.

Performs Emergency Service Function (ESF) 15, (Volunteers and Donated Goods) or ESF 14 (Public Information) when the Emergency Operation Center (EOC) is activated.

Conducts community needs assessments using basic survey and interview methodologies, including analyzing survey/questionnaire results and assesses their impact on the neighborhood.

Prepares activity reports to reflect outreach impacts including informational documents for elected city officials and city senior staff.

Performs other duties as assigned.

If this posting indicates a degree is required, the following experience will apply in lieu of any degree as follows:

  • Two (2) years of direct experience for an associate degree;
  • Four (4) years of direct experience for a bachelor's degree;
  • Six (6) years of direct experience for a master's degree; or
  • Nine (9) years of direct experience for a doctoral degree.
