Job Title: Code Enforcement Officer/Code Compliance 

Department: Code Enforcement/Building & License 

Reports To: Code Enforcement Supervisor 

FLSA Status: Non-Exempt (3rd shift pay differential, current AFSCME Agreement) 

Shift: Night Shift, Monday through Friday, 4:00 pm to 1:00 am (rotating Saturday and Sunday with other Code Officers)

SUMMARY 

Under the direct supervision of the Code Enforcement Supervisor, performs code enforcement of the municipal ordinances and state laws as needed, with a primary focus on the immediate public safety and health of the residents.

NATURE OF WORK 

Under general supervision, performs a variety of technical duties in support of the City’s local code enforcement program; monitors and enforces a variety of applicable ordinances, codes, and regulations related to zoning, land use, nuisance housing, building codes, health and safety, blight, graffiti, water waste, and other matters of public concern; and serves as a resource and provides information on City regulations to property owners, residents, businesses, the general public, and other City departments and divisions.

KEY RESPONSIBILITIES 

Receives ongoing classroom and field training in public contact, inspections, and regulations as related to code compliance work Enforces applicable laws, codes, ordinances, and other regulations by issuing warnings and written notices of violation Follows departmental procedures for re-inspection and actions required to ensure compliance Conducts routine field inspections of new and existing businesses, buildings, structures, premises, and marine-related facilities and activities. Work in conjunction with other Departments as required for compliance Investigates and resolves routine complaints from the public Detects and investigates reported or unreported hazards, possible safety problems, and violations Determines conformity with acceptable standards and approved plans Recommends methods, materials, equipment, and alterations to assist in compliance with acceptable standards Testifies in court and before related boards; obtains documentation; prepares testimony Reports suspected or known violations of other regulations to the appropriate authorities Prepares and maintains records, reports, and correspondence concerning inspection and enforcement work Computer fines as prescribed by ordinance Performs related work as required. Performs other similar duties as assigned

KNOWLEDGE, ABILITIES AND SKILLS. 

• Ability to rapidly acquire knowledge of applicable national, state, and local laws, codes, ordinances, and other regulations 

• Knowledge of relevant enforcement procedures 

• Knowledge of the City and other agencies sufficient to respond to or redirect citizen inquiries

 • Knowledge of local geography, roadways, and jurisdiction boundaries 

• Some knowledge of building design and good construction practices 

• Ability to read, understand, explain, and apply regulations 

• Ability to make technical inspections, conduct investigations, ascertain facts, and render valid decisions 

• Ability to communicate effectively both verbally and in writing 

• Ability to enforce regulations tactfully, firmly, and impartially 

• Ability to establish and maintain effective working relationships with other employees, agencies, and the public 

• Ability to use a variety of office equipment such as computer terminals, advanced multi-line telephone equipment, and radio equipment 

• Ability to make arithmetic and statistical computations 

• Ability to prepare clear, concise, legible, and accurate records, reports, correspondence, and other documents 

• Ability to read blueprints, plans, drawings, specifications, and diagrams related to the assignment area 

• Ability to testify in court and before related boards 

• Ability to demonstrate an awareness and appreciation of the cultural diversity in the community

EDUCATION 

High School Diploma or general education degree (GED); Associate degree or higher from an accredited college in a related field such as planning, criminal justice, or public administration, preferred.

EXPERIENCE AND TRAINING 

1-3 years full-time verifiable experience in code enforcement, property management, maintenance or appraisal, building construction, or a closely related field, or work that requires contact with the public.

OR 

A combination of training and/or related experience in any of the following types of work: code enforcement, planning, building inspection or construction, investigation, law enforcement, United States military, or regulatory enforcement experience may substitute for the education requirements on a year-for-year basis.

SPECIAL REQUIREMENTS 

Possess a valid driver's license with an acceptable driving record Must obtain a valid Florida driver's license before appointment and maintain it throughout employment without any restrictions affecting job performance. You must complete Level I certification through the Florida Association of Code Enforcement (F.A.C.E.) within one (1) year of employment. Must be available and able to work the assigned shift for this job role of: Night Shift, Monday through Friday, 4:00 pm to 1:00 am. Also participate in the rotating Saturday and Sunday shift with other Code Officers.

SUPERVISION RECEIVED 

General and specific assignments are received as to beats or details, and work is normally performed with latitude for the use of independent judgment in the selection of work methods and procedures, subject to review through analysis of reports, personal inspection, and discussion

PHYSICAL DEMANDS AND WORKING ENVIRONMENT 

Environment: Indoor and outdoor environments; work alone; travel from site to site; incumbents may be exposed to noise, dust, inclement weather conditions, and potentially hostile environments. Physical: Primary functions require sufficient physical ability and mobility to work in an office and field environment; to stand, stoop, reach, bend, kneel, squat, climb ladders, and walk on uneven terrain, loose soil, and sloped surfaces; to lift and/or carry light weights; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; ability to operate a vehicle to travel to various locations; and to verbally communicate to exchange information. Ability to wear a body camera during work shift and comply with its policy and procedures.

Vision: See in the normal visual range with or without correction. Hearing: 

Hear in the normal audio range with or without correction.

Salary : $38,221 - $61,154
