Job Overview
This is an administrative technical position in the Oneonta Water Treatment Plant responsible for the supervision and proper operation of the Water Quality Laboratory and related activities. The work involves inorganic and microbiological analysis of water to ensure compliance with regulated water quality and hazardous and non-hazardous water parameters. Also required is the analysis of proposed water quality regulations and determination of means and methods to achieve compliance. General supervision is exercised over a technical and professional staff. The employee reports directly to and works under the general supervision of the Chief Water Treatment Plant Operator. Does related work as required including Plant Operation when scheduled.
Duties
- Manages all aspects of the operation of an environmental laboratory;
- Supervises and assists in performing chemical and microbiological analyses
- Establishes, implements and manages all policies and procedures required to maintain ELAP certification, implements corrective measures as required;
- Manages contracted laboratory services;
- Establishes performance standards and QA/QC requirements, including LIMS.
- Interprets and monitors the results of laboratory analyses against applicable regulations;
- Establishes and implements employee training programs, laboratory safety policies and procedures;
- Supervises and assists in preparing reports on water quality for the Environmental Protection Agency, New York State Department of Health, New York State Department of Environmental Conservation and other regulatory agencies, as required;
- Supervises and conducts special studies and tests for improvements of water quality and treatment plant operations;
- Investigates complaints from consumers about water quality;
- Assists in the instruction of Treatment Operators;
- Prepares annual budget for laboratory services;
- Supervises and maintains a physical inventory of laboratory chemicals and supplies and requisitions as needed;
- Maintains and calibrates all plant analytical instrumentation.
Qualifications
a) A Master’s Degree or PHD in the chemical, environmental, physical or biological sciences, or engineering with at least sixteen (16) college semester credit hours in the biological sciences, of which at least one (1) course has microbiology as a major component, and at least (1) year of experience in environmental analysis of representative analytes; or
b) A Bachelor’s degree in the chemical, environmental, physical or biological sciences, or engineering with at least sixteen (16) college semester credit hours in the biological sciences, including, for microbiological testing, of which at least one (1) course has microbiology as a major component, and at least (2) years of experience in environmental analysis of representative analytes for which the laboratory is approved or seeing approval; or
c) An Associate’s degree in an appropriate field of the sciences or applied sciences, with at least four (4) college semester hours in general microbiology or a biological science course with a major microbiological component, and one (1) year of experience in environmental analysis of representative analytes.
