Job Overview
This is a professional position responsible for supporting and advising various boards and commissions and for the daily administration and implementation of the City of Oneonta codes and zoning ordinances and other applicable regulations related to the use and development of land, property and buildings. The Zoning Administrator reviews building permit applications and development plans for zoning compliance, researches property information files and other records, and makes determinations regarding compliance. The Zoning Administrator also provides information and technical assistance regarding zoning regulations to citizens, property owners, builders, design professionals and City staff. The work is performed under the direct supervision of the Code Enforcement Officer and general supervision of the Community Development Director with considerable latitude allowed for the exercise of independent judgment. Supervision is exercised over technical and clerical staff. Does related work as required..

Duties

  • Reviews development proposals, site plans, and building permit applications for compliance with zoning regulations;
  • Reviews and coordinates site plan and development applications for Planning Commission review;
  • Conducts environmental review of projects in accordance with SEQR requirements;
  • Reviews applications affecting designated landmarks and historic districts for compliance with applicable regulations;
  • Interprets and applies zoning regulations;
  • Researches property records;
  • Issues zoning determinations and compliance letters;
  • Coordinates land-use permitting and resolves zoning and development issues with applicants, staff, and agencies;
  • Advises applicants, property owners, and developers on zoning requirements, application procedures, and compliance pathways;
  • Manages and coordinates applications to the Planning Commission, Zoning and Housing Board of Appeals, and Landmarks and Historic Preservation Commission;
  • Drafts agendas, notices, reports, and other technical materials for board and commission review;
  • Represents the Code Enforcement Officer and Planning & Development Department at City boards and commissions meetings, including but not limited to the Planning Commission, Zoning and Housing Board of Appeals, Landmarks and Historic Preservation Commission, and Public Arts Commission;
  • Serves as liaison among boards, applicants, City staff, and the public on zoning and development matters;
  • Issues violation notices and supports enforcement actions, including case preparation and court testimony as needed;
  • Organizes zoning, permitting, and related records and databases;
  • Drafts zoning ordinance amendments, reports, and policy recommendations;
  • May conduct code enforcement inspections and attend related trainings;
  • Conducts research and analysis to support planning and community development initiatives;
  • Collaborates with City staff on planning efforts, including neighborhood planning, housing, and urban design;
  • Conducts community outreach and stakeholder engagement on planning and zoning initiatives;
  • Directs and trains staff involved in zoning administration and recordkeeping;

Qualifications

a) Possession of a Bachelor's Degree or higher in Urban or Regional Planning, Architecture, Urban Geography, Urban Policy, Civil Engineering, Construction Management, Public Administration or a closely related field with similar course curriculum and three (3) years of full-time paid experience, or its part-time paid equivalent, in municipal code enforcement, municipal, community or regional planning, or architectural design; or

b) Possession of a Bachelor's Degree and five (5) years of full-time paid experience, or its part-time paid equivalent, in municipal code enforcement, municipal, community or regional planning, or architectural design.

c) Possession of a Associate’s Degree and seven (7) years of full-time paid experience, or its part-time paid equivalent, in municipal code enforcement, municipal, community or regional planning, or architectural design.

Pay: From $56,500.00 per year
