Senior Planner
Summary: Under the general supervision of the Planning Manager, the Senior Planner will administer the Comprehensive Plan and Zoning and Subdivision Regulation Ordinances and prepare documents, reports, and studies related to future land use, development standards, demographics, population, transportation, environment, and grants. Coordinate the administration and development plans with surrounding municipalities, regional planning organizations, and State and Federal planning agencies. Performs related work as directed. Provides professional assistance to the Director of Development, Planning Manager, and Strategic Development and Policy Manager
Essential Functions: Essential duties and responsibilities may include, but are not limited to, the following:
- Prepares special studies and reports related to code amendments and annexation studies.
- Provides technical planning services to achieve structured and organized growth and development in the City; reviews development plan proposals and verifies compliance with state and federal regulations and City codes, policies, and procedures.
- Reviews and evaluates residential development plans, proposals, plats, site plans, planning and zoning changes, variance requests, and technical documents; verifies compliance with regional standards and regulatory requirements.
- Prepares planning project evaluations, recommendations, and staff reports for the Planning and Zoning Commission, Zoning Board of Adjustment, and City Council.
- Answers inquiries and assists citizens, developers, and other agencies with planning, zoning, and permit review issues and other City standards and regulations; provides information and recommendations within the scope of authority.
- Interprets and applies applicable state, county, and local codes, ordinances, and regulations.
- Computer technology and software applications related to community development, e.g. geographic information systems and permit processing software.
- Presents information to the Zoning Board of Adjustment and the Planning and Zoning Commission.
- Assists with comprehensive plans and studies and updates as necessary.
- Schedules, prepares reports, and runs Pre-Development Meetings.

Minimum Qualifications:
Education, Training, and Experience Guidelines: Bachelor's Degree in Urban Planning, Engineering, Business, or Public Administration, AND a minimum of two years' experience in urban planning projects.
Knowledge, Skills, and Abilities:
- State and federal regulations governing planning, zoning, municipal services, and urban development.
- Principles, practices, and procedures of urban planning, community development, land use, and zoning,
- City land use and development regulations, and zoning and building codes.
- Principles of Information Technology, including ESRI Geographic Information Systems.
- Local community issues and regional community resources available to citizens.
- Researching and evaluating community planning projects.
- Interpreting and applying federal and state rules, regulations, and City policies and procedures.
- Checking designs, details, estimates, plans, and specifications of development plans.
- Establishing and maintaining cooperative working relationships with City employees, elected officials, regional community development agencies, advocate groups, and the general public.
- Operating a personal computer utilizing a variety of business and specialized software.
- Communicating effectively verbally and in writing.
License and certification requirements: A valid Texas State Driver's License is required. AICP Certification is preferred.
