Capital Projects Manager I

This is a civil engineering position that will be highly responsible for the management of capital construction projects performed throughout the City and associated work for the Capital Projects Division. The position involves supervision of Capital Projects Inspectors. Manager I reports to assigned Capital Projects Manager II.
  1. Provides project management for capital projects from design to completion. Includes scope formation, preparation of bid packages, agenda items, negotiations, vendor interaction, project kick-offs, monitoring project milestones, and contract performance measures. Prepares, implements, and monitors project budgets.
  2. Attends staff, supervisory, and various construction related meetings. Plans and conducts progress meetings for assigned projects.
  3. Provides input to the City Engineer to help develop capital project priorities. Participates in pre-bidding and pre-construction planning. Recommends solutions and coordinates the implementation with other departments for action, project scope development and contract compliance.
  4. Provides communication to the PIO for advanced notification/meetings to the public.
  5. Assists in coordinating activities of Capital Project Inspectors.
  6. Observes project work progress as needed. Supports Project Inspectors with inspections of underground utilities, concrete sidewalks, curb and gutter, asphalt and concrete pavements, all aspects of new road construction, resurfacing programs, new lift stations and retro fit upgrades, storm drainage systems and retention areas, land clearing, sodding and seeding, traffic control and maintenance plans, signs, project safety, and all verification testing performed by Contractor.
  7. Reviews material submittals against contract and City specifications and forward to the Engineering office.
  8. Reviews and approves contract pay requests and vendor invoices.
  9. Requests proposal from Material Testing Lab to provide verification testing services and establishes budget.
  10. Coordinates with engineering staff the development of work orders through the CCNA process for engineering services from outside consultants.

EDUCATION AND EXPERIENCE
  • High school diploma or GED required
  • Two (2) years of college or trade school
  • Eight (8) years related experience and/or training. 
  • An equivalent combination of education and experience may be considered.
REQUIRED CERTIFICATES, LICENSES, REGISTRATIONS
  • Must possess and maintain a valid Florida operator's driver's license with an acceptable driving record.
  • Must obtain FEMA certifications IS-00200.b and IS-00800.b – within 12 months of hire.
  • Must obtain APWA CPII certification – within 24 months of hire.
  • Must obtain CMIT certification – within 24 months of hire.
RESPONSIBILITY FOR FUNDS, PROPERTY and EQUIPMENT
None. 

SUPERVISORY RESPONSIBILITIES
Supervises 2 non-supervisory employee(s). Carries out supervisory responsibilities in accordance with the organizations policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems.

COMMUNICATION SKILLS
Ability to effectively communicate information and respond to questions in person-to-person and small group situations with customers, clients, general public and other employees of the organization. 

MATHEMATICAL SKILLS
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts such as fractions, ratios, and proportions to practical situations.

CRITICAL THINKING SKILLS
Ability to utilize common sense understanding in order to carry out written, oral or diagrammed instructions. Ability to deal with problems involving several known variables in situations of a routine nature. 

SUPERVISION RECEIVED
Under direction where a definite objective is set up and the employee plans and arranges own work, referring only unusual cases to supervisor. 

PLANNING
Considerable responsibility with regard to general assignments in planning time, method, manner, and/or sequence of performance of own work, in addition, the work operations of a group of employees, all performing basically the same type of work. 

DECISION MAKING
Performs work operations which permit frequent opportunity for decision-making of minor importance and also frequent opportunity for decision-making of major importance; the latter of which would affect the work operations of other employees and/or clientele to a moderate degree.

MENTAL DEMAND
Moderate mental demand. Operations requiring almost continuous attention, but work is sufficiently repetitive that a habit cycle is formed; operations requiring intermittent directed thinking to determine or select materials, equipment or operations where variable sequences may be selected by the employee.

ANALYTICAL ABILITY / PROBLEM SOLVING
Moderately structured. Fairly broad activities using moderately structured procedures with only generally guided supervision. Interpolation of learned things in somewhat varied situations. 

USE OF MACHINES, EQUIPMENT AND/OR COMPUTERS
Occasional use of highly complex machines and equipment; specialized or advanced software programs.

ACCURACY
Probable errors of internal and external scope would have a moderate effect on the operational efficiency of the organizational component concerned. Errors might possibly go undetected for a considerable period of time, thereby creating an inaccurate picture of an existing situation. Could cause further errors, losses, or embarrassment to the organization. The possibility for error is always present due to requirements of the job. 

PUBLIC CONTACT
Occasional contacts with patrons on routine matters.

EMPLOYEE CONTACT
Contacts of considerable importance within the department or office, such as those required in coordination of effort, or frequent contacts with other departments or offices, generally in normal course of performing duties. Requires tact in discussing problems and presenting data and making recommendations, but responsibility for action and decision reverts to others.

SOFTWARE SKILLS REQUIRED
Advanced: Contact Management
Intermediate: Accounting, Alphanumeric Data Entry, Database, Spreadsheet, Word Processing/Typing 
Basic: 10-Key, Presentation/PowerPoint 

OTHER SKILLS
Knowledge of modern construction principles and practices pertaining to above qualifications. 
Ability to enforce specifications with firmness, tact, and impartiality, and use independent judgment. 
Ability to maintain effective working relationships with co-workers, contractors, and the general public. 
Capable of reading complex construction drawings. 
Must have the ability to work independently.
Must have the ability to apply knowledge gained/learned, then use to make sound decisions. 
Ability to adapt to rapidly changing situations and/or work schedules. 
Ability to communicate verbally and in written form with clarity.
Knowledge of construction safety practices. 
Very familiar with City of Ocala Construction Standards and FDOT Standard Specifications for Road and Bridge Construction and Indexes. 
Plan, organize, and carry out work assignments with minimal supervision. 
Ability to manage changing priorities, meet multiple deadlines. 
Ability to convey and share information with others in a clear and concise manner. 
Ability to use independent judgment to interpret policies, analyze data, formulate recommendations, and make decisions. 
Ability to remain calm in stressful situations.
