This position represents a responsible, skilled, and technically proficient role focusing on the installation, testing, operation, and maintenance of protective relays, SCADA systems, fiber optic networks, and related substation equipment. The individual in this position reports to the Substation Foreman or Substation Supervisor.
ESSENTIAL DUTIES AND RESPONSIBILITIES
 Testing, Calibration, and Installation of Protective Relays:
• Execute tests, calibrations, and installations of protective relays.
• Transport test equipment weighing up to 50 pounds to and from substations via van or truck.
• Physically handle the transfer of test equipment to and from substation control houses, setting up equipment on a portable table, approximately 36 inches in height.
• Demonstrate manual dexterity when using hand power tools and electrical testing equipment.
• Proficiently identify color-coded wires.

Control Wiring Installation and Malfunction Analysis:
• Install, verify, and troubleshoot control wiring.
• Interpret and work with detailed electrical schematics and wiring diagrams.
• Visually inspect evidence of equipment malfunctions and review SCADA logger reports and maintenance records to diagnose the cause of malfunctions.
• Communicate effectively and courteously to assist others.

Documentation and Record-Keeping (Federally Regulated):

• Prepare written investigation reports for equipment failures and system mis operations, adhering to federal regulations.
• Maintain accurate relay test reports and records of substation equipment maintenance while ensuring compliance with federal guidelines.
• Utilize manual dexterity when operating desktop and laptop computers for automated relay testing.

 Installation, Testing, and Maintenance of Substation Equipment:
• Operate and conduct tests with advanced test equipment on transformers, 230KV, 69KV, and 15KV (oil, vacuum, and gas) circuit breakers.
• Maintain 15KV substation and distribution class voltage regulators.
• Handle single-phase and three-phase reclosers and motor-operated/manual-operated switches (15KV, 69KV, and 230KV) used in electric power transmission and distribution.

 Substation and Distribution Switching and Utility Operations:

• Adhere to switching orders issued by the System Control Center, which involve operating, locking-out, and tagging Transmission and Distribution substation circuit breakers, gang-operated switches, and hook-disconnects.
• Demonstrate physical agility and strength to follow established procedures during switching operations.
• Maintain visual and auditory alertness to detect hazards.

 On-Call Responsibilities (Revised):
• Be prepared to respond to system malfunctions at any hour.
• Assess situations and make prompt manual repairs as needed to maintain service reliability.
Perform any other related duties as required or assigned.

QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential duty mentioned satisfactorily.

EDUCATION AND EXPERIENCE
High School or GED required.
Minimum of two (2) years' experience in protective relaying and electric substation control. Minimum of one (1) year experience with computers, microprocessor-controlled equipment, fiber optic, and data communications.
Or
Graduation from two-year accredited technical school at college level with an Associate of Science Degree in Electrical Engineering Technology, specializing in Substation and Relay. 

REQUIRED CERTIFICATES, LICENSES, REGISTRATIONS
Must possess a valid Florida Driver's License with an acceptable driving record.

ANALYTICAL ABILITY / PROBLEM SOLVING
MODERATELY REPETITIVE. Activities with slight variation using a definite set of processes or directions with some degree of supervision.

With regard to general assignments in planning time, method, manner and/or sequence of performance of own work.

Ability to read and understand documents such as policy manuals, safety rules, operating and maintenance instructions, and procedure manuals.

CRITICAL THINKING SKILLS

Ability to define problems, collect data, establish facts, and draw valid conclusions. 
Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

SUPERVISION RECEIVED
Under GENERAL SUPERVISON where standard practice enables the employee to PROCEED ALONE on routine work, referring all questionable cases to supervisor.

MENTAL DEMAND
INTENSE; Operation requiring sustained directed thinking to analyze, solve, or plan highly variable, administrative, professional, or technical tasks involving complex problems or mechanisms.

USE OF MACHINES, EQUIPMENT AND/OR COMPUTER

Regular use of complex machines and equipment (desktop/laptop computer and software, road and production machines and equipment, etc.)

ACCURACY
Probable errors of internal scope readily detected in normal course of work by standard check or routine crosscheck within a single department or office. Errors resulting from inaccuracy would create Minor confusion, delay or expense to correct.

PUBLIC CONTACT
Frequent contacts with general public, patrons, or other outside representatives, wherein the manner of handling these contacts has a bearing on the organization’s position and operation.

EMPLOYEE CONTACT
Continuous contacts frequently involving difficult negotiations with require a well-developed sense of strategy and timing. Involves contacts with senior level internal officials.
