Business Application Analyst - Ocala Fire Department

This is a highly technical and professional position involving business analysis, process mapping, requirements definition and application administration disciplines such as configuration, setup and user security. This position reports to the System Implementation Manager. This position is contingent upon FY26 Budget approval, and the person hired (if budget is approved) may not start prior to 10/1/2025.ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Interact with user groups and management to define and document requirements for business application software.
2. Coordinate the implementation, technical writing and user training activities associated with system changes and/or new system development efforts.
3. Assist in the evaluation and implementation of third-party software applications and development tools where applicable. Develop/maintain test scripts and conduct thorough testing of new and modified applications prior to implementation
4. Build and maintain strong working relationships with City departments to ensure accurate planning and coordinating of all information systems and subsystems and to in accordance with City of Ocala Ordinances.
5. Provide application and business expertise; to assist in the formulation, implementation and evaluation of system enhancements. Create and maintain complete documentation for data and business models.
6. Work with departments to analyze business information, existing procedures, processes and workflow to develop and implement productivity and service enhancements as well as assist in the exploration and recommendation of alternative solutions and methods of operation.
7. Provide support to end users on a variety of issues. Troubleshoot issues with existing or developed systems and works with appropriate resources to resolve them.
8. Respond to telephone calls, email, and staff requests for application support. Track and monitor problems to insure timely resolution.
9. Create advanced queries and reports on various data sources to detect errors and missing information.
10. Administer application security, configuration, maintenance and setup.
11. Work with the Database Administrator and Senior Systems Analyst in applying upgrades and patches to the applications.
12. Provide supervisor with progress/status updates on a regular basis; escalating scheduling delays or other conflicts.

Perform any other related duties as required or assigned.EDUCATION AND EXPERIENCE
High School diploma or GED required. Graduation from an accredited four year college or university with major coursework in Computer Science, Information Systems, Business Administration or related field or related discipline is preferred.

*An equivalent combination of training and professionally responsible experience may substitute for educational requirements*
Minimum three (3) years of business application (such as CIS, FIS, GIS, AMR, or other City information system) or functional support experience.
Experience with network architectures, relational databases (Oracle or SQL Server) and client/server environment desired.

REQUIRED CERTIFICATES, LICENSES, REGISTRATIONS
Must possess a valid Florida Driver's License with an acceptable driving record.

Under general direction, WORKING FROM POLICIES AND GENERAL DIRECTIVES. RARELY REFERS SPECIFIC CASES TO supervisor unless clarification or interpretation of the organization’s policy is required.

CLOSE; Operations requiring close and continuous attention for control of operations.
Operations requiring intermittent direct thinking to determine or select the most applicable way of handling situations regarding the organization’s operations.

USE OF MACHINES, EQUIPMENT AND/OR COMPUTER
Computer software programming, level II technician support, project management; system analyst and comprehensive computer software support/help and/or web site development and connectivity.

ACCURACY
Probable errors would not likely be detected until they reached another department, office or patron, and would then require considerable time and effort to correct the situation.

PUBLIC CONTACT
Occasional routine contacts with persons outside the organization. This would include contacts with suppliers, mail service, etc.

EMPLOYEE CONTACT
Contact with other departments or offices and also frequently with individuals in middle level positions; consulting on problems that necessitate judgment and tact, plus frequent contact with senior level internal officials.
