GENERAL JOB DESCRIPTION
The Lead Treatment Plant Operator is responsible for performance of on-site water/wastewater treatment plant operation and for the effectiveness and efficiency of the overall treatment plant operation. Supervises certified plant operators in the daily operation of the treatment facility. This position reports to the Plant Manager or designee.ESSENTIAL JOB FUNCTIONS
-Plans, organizes, and directs the operations for the water/wastewater treatment facility.
-Develops daily, monthly and yearly reports on the operation of the facilities and chemicals used in the purification process.
-Maintains the treatment systems operations, maintenance and administrative records.
-Selects personnel, establishes various training programs, and participates in the training and development of plant employees.
-Assigns, supervises, and evaluates work performance of employees.
-Ensures employee compliance to plant safety practices.
-Prepares work schedules for subordinates to ensure all assigned tasks are completed and maintains personnel time sheets.
-Maintains inventory control and requisitions necessary supplies and equipment.
-Assists in preparation of budget for sufficient funds to operate and maintain the treatment facility effectively and monitors expenditures.
-Analyzes operational data to determine changes and improvements required to accomplish the objective of the facility more effectively.
-Maintains efficient plant operations and maintenance.
-Completes operational status reports used for permit compliance.
-Identifies maintenance needs and makes recommendations.
-Performs preventative maintenance tasks as needed.
-Responsible for overseeing the apprentice training program.
-Considerable public contact with private vendors/suppliers and local and state regulatory agency inspectors.

-Plant operators perform direct customer service. Must possess excellent telephone manners to resolve an odor complaint or other customer service concerns. Communicates clearly and courteously to assist others.EDUCATION AND EXPERIENCE
High School Diploma or GED. Must have five (5) years of experience in water/wastewater.
LICENSES AND CERTIFICATES
-Must have a valid State of Florida "A" Wastewater Treatment License and State of Florida "C" Water Treatment License or valid State of Florida "A" Water Treatment License and State of Florida "C" Wastewater Treatment License or the ability to get State of Florida “C” Water/Wastewater Treatment License within twenty-four months of employment.
-May be required to obtain and maintain a CDL class “B” license during their employment.
-Must possess and maintain a valid Florida Operators Driver's License with an acceptable driving record.
KNOWLEDGE, SKILLS, AND ABILITIES
-Comprehensive knowledge of modern water/wastewater treatment plant principles and operating practices.
-Knowledge of the hydraulic, chemical, and mechanical principles pertinent to water/wastewater treatment plant operations.
-Thorough knowledge of mechanical and electrical equipment used in water/wastewater facilities is necessary.
-Thorough knowledge of chemical principles as well as laboratory practices and procedures as it relates to water/wastewater facilities is necessary.
-Ability to detect flaws in the operation of plant equipment and to determine proper remedial measures.
-Working knowledge of the functions of the various divisions of the department.
-Ability to keep records and prepare written reports, schedules and operational procedures.
-Ability to effectively plan and supervise the work of others.
-Ability to work overtime and/or be on call.
-Ability to establish and maintain effective working relationships with City officials, subordinates, other employees, and the general public.
-Receives assignments both written and oral from the assigned supervisor. Considerable latitude is given for the use of independent judgment in line with Department/City policies and objectives.
RESIDENCY REQUIREMENT
-Must reside within 45 minutes of City Hall (110 SE Watula Avenue) using Map Quest.
