Anticipated Hiring Hourly Rate Range: $31.77-$35.95 (66,081-$74,781 Annual)

DEFINITION:
The Facilities Project Coordinator is responsible for planning, directing, coordinating, and managing capital and facilities improvement projects of City and School buildings. This includes renovations, new construction, preventive maintenance, repairs, infrastructure upgrades, and day-to-day building management systems. The position requires technical knowledge of building systems, strong project management skills, and familiarity with public sector construction practices.
ESSENTIAL FUNCTIONS
Assist in the planning, coordinating and managing of City and School building projects from conception through completion.
Assist in the coordinating, scheduling, overseeing HVAC maintenance, repairs and preventive service across all buildings; assist in troubleshooting and system improvements.
Assist in the oversight of the work order system, facility access/security control access systems and other facility software.
Develop project scopes, budgets and timelines; monitor and manage performance to ensure timely and cost-effective delivery.
Oversee consultants, contractors, and other third-party vendors to ensure contract compliance and quality standards.
Prepare bid packages, Requests for Proposals (RFPs), and manage the procurement process in accordance with public bidding laws.
Administer project contracts including negotiation, change orders, invoicing, and documentation.
Conduct site visits to monitor construction progress and resolve field issues.
Prepare technical reports, updates, and presentations for internal staff.
Ensure adherence to relevant codes, safety standards, ADA compliance, and environmental regulations.
Coordinate closely with stakeholders including departments, community representatives, consultants, and utility providers.
Maintain project documentation, as-built records, warranties, and facilitate project closeout and transition to operations.
Provides and maintains data in the City’s asset management system.
Assists in preparing and managing the application of federal, state and local grant funding sources.
Performs other duties as assigned.
EDUCATION AND EXPERIENCE
:
Bachelor’s degree from an accredited college or university with major course work in engineering, architecture, planning, business, finance, public administration, project management, construction management, facilities management or a closely related field or any equivalent combination of education and experience, required.
Minimum of 3–5 years of progressively responsible experience in project or construction management, preferably in a public sector or institutional setting preferred.
Massachusetts Construction Supervisor’s License required or
able to obtain within 12 months of employment.
Massachusetts Public Procurement Chapter 30B, Chapter 149, and Chapter 7C Design preferred.
Massachusetts Class D driver’s license required.
KNOWLEDGE, ABILITY, AND SKILLS:
Knowledge: Knowledge of applicable laws, policies, codes and standards relating to construction, construction safety, architectural access, LEED, NFPA, energy codes and Massachusetts procurement (MGL Chapter 30B) and construction (MGL Chapter 149). Knowledge of energy management systems and associated equipment. Knowledge of AutoCAD and Microsoft Word and Excel.
Abilities: Ability to read and interpret blueprints, plans, manuals and construction documents; ability to analyze data, problem solve, complete tasks and meet deadlines in a self-directed manner.
Skills: Skilled in tactfully interacting with diverse groups; verbal and written communication skills.
PHYSICAL, MOTOR, AND VISUAL SKILLS:
Physical Skills: Administrative work is performed in an office setting requiring sitting, standing, walking. When in the field, may require some agility and physical strength, such as moving in or about construction sites or over rough terrain, or standing or walking most of the work period. Occasionally, work may require lifting heavy objects and carrying them (up to 50 lbs.). There may be need to stretch and reach to retrieve materials.
Motor Skills: The work may involve assignments requiring application of hand and eye coordination with finger dexterity and motor coordination.
Visual Skills: Essential position functions require the ability to use hand tools, the ability to access all areas of facilities and the ability to operate a motor vehicle.
In addition, essential position functions require good close/distant, color, and peripheral vision, as well as depth perception.
