This position will provide professional and administrative work relating to the oversight of grant compliance. Ensures that the City’s processes and protocols comply with conditions. Performs compliance related tasks related to policy, procurement and grant compliance. Work is performed under the general direction of the Grants Division Manager.
- Provides analysis, oversight, and post-award services to ensure compliance with OMB Uniform Guidance, federal and state grant requirements, and City policies.
- Coordinates with granting agencies, City staff, contractors, vendors, and legal counsel to review operations, address compliance issues, and ensure timely resolution.
- Develops and maintains procurement and grant compliance tools, templates, and procedures that align with City and federal requirements.
- Monitors and interprets changes in federal and state regulations; updates City policies and develops new procedures to ensure ongoing compliance.
- Reviews all grant-related purchasing documentation for compliance and accuracy; provides edits and programmatic language to meet funding requirements.
- Conducts compliance reviews for Davis-Bacon, Section 3, and similar programs; provides technical assistance and corrective actions to address findings.
- Reviews subrecipient reports, provides training and technical assistance, and ensures ongoing monitoring of grant-funded activities.
- Performs periodic audits of open and closed grants, prepares corrective action plans, and follows up on identified issues.
- Advises staff on best practices to prevent noncompliance and strengthen internal controls.
- Researches and implements best practices from other jurisdictions to improve program effectiveness.
- Prepares reports and presentations for management and oversees special projects related to compliance improvement.
- Provides intermittent supervision of staff and assists with disaster-related reimbursement efforts as needed.
- Performs other related duties as assigned, including City-directed assignments during declared emergencies.
- Thorough knowledge of grant management principles, public administration, procurement, budgeting, and financial oversight.
- Strong understanding of OMB Uniform Guidance, 2 CFR 200, and other federal, state, and local grant compliance frameworks.
- Knowledge of accounting procedures and reporting requirements applicable to grant-funded programs.
- Skill in identifying and resolving compliance issues through analysis, communication, and collaboration.
- Ability to interpret complex codes, rules, and regulations and apply them effectively to City operations.
- Strong communication, negotiation, and team-building skills to support cross-departmental coordination.
- Ability to perform research, develop recommendations, and implement policy or procedural improvements.
- Proficiency with computers, financial systems, and office software used for grant and data management.
- Ability to maintain meticulous records, manage multiple priorities, and meet deadlines independently.
- Bachelor’s Degree from an accredited college or university in Political Science, Pre-Law, Legal Studies, Public Administration, Finance, Business or other related degree.
- Three (3) years of demonstrated successful experience with grants and contracts.
- Relevant experience in federal grant administration may supplement degree requirements or an equivalent combination of education, training, and experience, which would provide the necessary knowledge, skills, and abilities.
Salary : $68,555 - $109,689
