What are the responsibilities and job description for the Superintendent- Solid Waste position at City of North Myrtle Beach?
Under general direction, plans, directs, and manages the operations, activities, and personnel responsible for solid waste collection services. Performs technical, administrative, supervisory, and financial work as required to ensure that Sanitation Division services are performed in accordance with city standards.
Essential Job Functions
Directs and monitors the activities of Sanitation Division employees; supervises all Sanitation Division employees to ensure the proper completion of solid waste collection and disposal; reviews work orders daily to determine their status, determine job priorities, and discuss the assignment of duties with subordinates; frequently observes departmental personnel at work; solves departmental and employee problems; provides assistance to employees and inspects collection equipment and collection sites.
Performs administrative duties including instructing, assigning and reviewing work, planning, maintaining standards, coordinating activities, allocating personnel, acting on employee problems, selecting new employees, and recommending transfers/promotions, discipline, termination, and salary increases. Prepares and approves subordinate payroll and performance evaluations.
Manages the work of equipment operators to ensure proper collection of residential, commercial, recycling, beach cleaning, litter collection, and transfer station operations. Oversees refuse collection and disposal operations, sanitation equipment and physical facilities. Assigns, and reviews all personnel performance, vehicles and equipment.
Prepares annual budget for division equipment, materials and supplies and monitors expenditures against budgeted amount.
Evaluates existing division equipment and recommends replacement schedule. Prepares specifications for new/replacement equipment. Maintains materials and supplies to ensure availability; contacts vendors and arranges for deliveries; oversees and completes requisitions; monitors incoming purchases.
Assists the Operations Manager in long range planning and implementation for efficient operations; directs all activities of the Sanitation Division in the absence of the Operations Manager.
Conducts safety meetings and trains employees in safe operational procedures. Ensures that equipment utilized by the department is properly serviced and maintained in coordination with Fleet Maintenance Division.
Investigates complaints, dumpster use, lot clearing and illegal disposal of refuse. Ensures recycling drop-off sites are properly used and maintained. Reviews and approves dumpster screening and/or pad site for businesses and contractors in accordance with City ordinances. Reviews and revises routes for collection vehicles to ensure efficient operations.
Field check daily collection routes to ensure work assignments are completed; checks with transfer station operators and drivers to ensure all daily inspections of vehicles and equipment were conducted.
Receives and processes citizen complaints and participates in public relations activities. Answers questions and complaints from the public concerning sanitation collection, recycling, beach cleaning, illegal dumping, litter, etc. Receives service requests from the co-workers and takes necessary measures to complete requested work.
Participates in the training and development of staff; keeps technical and operating records and prepares/presents administrative reports. Conducts safety-training classes.
Prepares various records and reports such as spreadsheets, monthly activity report, performance appraisals, purchase orders, invoices, incident/accident reports, vehicle repair, fuel usage, landfill billing, schedules, charts, budget.
Interacts and communicates with the City Manager, Public Works Director, contractors, developers, engineers, and the general public concerning collection status and schedules.
Operates a calculator, computer, trucks, heavy equipment, and various scientific instruments.

- The City retains the right to determine equivalencies.
- Any certifications not possessed at hire, must be obtained before the employee is removed from probation in order to continue employment with the City.
