The Norfolk Community Services Board (NCSB) provides treatment, support, and education to the community with a focus on mental illness, substance use disorders, intellectual/developmental disabilities, and housing and homelessness. Norfolk CSB provides services to persons in acute crisis as well as integrated, person-centered, and recovery-oriented programming for persons needing assistance and support stabilizing in the community.

Today, the NCSB provides treatment and rehabilitation services to over 6,000 Norfolk citizens yearly. The Infant & Toddler Connection of Norfolk provides early intervention services to eligible infants and toddlers (birth through age two) with disabilities or developmental delays, as mandated by Part C of the Individuals with Disabilities Education Act.

The NCSB is seeking an Education Team Lead (Early Childhood Special Educator II) to supervise Educators and oversee the delivery of Developmental Services.

Department Hiring Salary Range: $66,496-$76,306

• Ensure high-quality Developmental Services aligned with each child’s Individualized Family Services Plan (IFSP).
• Train and coach Educators in evidence-based practices, adult learning principles, and the early intervention coaching model.
• Support families in learning strategies to use during daily routines.
• Participate weekly in multidisciplinary assessment teams.
• Maintain a caseload and provide direct Developmental Services.
• Provide program-wide support as needed, including Service Coordination and supervision of Service Coordinators.
  
  

Bachelor’s degree and Virginia Department of Education licensure in one the following areas:

• Early Childhood Special Education (birth – 5)
• Early/Primary Education (PreK-3)
• Early/Primary Education (NK-4)
• Elementary Education (PreK-6)
• Educator of the Hearing Impaired
• Educator of the Visually Impaired
• Adapted Curriculum (K-12)
• General Curriculum (K-12)
• Or additional licensure areas as allowable by the Infant & Toddler Connection of Virginia.
• Provisional licenses are not accepted.
  
  

Three years’ experience working in an early intervention program or early childhood special education program. Valid driver’s license.

Certification in basic first aid and CPR within first six months of employment.

Early Intervention (EI) Professional certification from Department of Behavioral Health and Development Services (DBHDS) within first 30 days of employment.

Prefer candidate with EI Case Management certification from DBHDS in addition to certification listed above.

Working Hours: Monday — Friday, 8:30 a.m. — 5:00 p.m. (with flexibility for some earlier and later appointments as needed by clients).
