GENERAL STATEMENT OF DUTIES:
Has administrative and supervisory responsibilities for the Department of Public Works and does related work as required.
DISTINGUISHING FEATURES OF THE CLASS:
This is a technical/administrative position involving responsibility for planning, coordinating and directing overall public works activities. Job duties are performed in accordance with existing laws, regulations, objectives and policies, as directed by the Commissioner of Public Works and/or the City Manager, permitting considerable exercise of independent judgment in planning, coordinating and carrying out public works projects and programs. General supervision is exercised over the activities of all subordinate public works employees.
TYPICAL WORK ACTIVITIES: (Illustrative only)
Plans and directs the construction of new streets and the reconstruction and maintenance of existing streets, traffic control devices, curbing, sidewalks, culverts and bridges; Plans and directs the construction of new sewer lines and the reconstruction, maintenance, repair and cleaning of existing sewer, drainage and disposal systems; Plans and directs the maintenance and operation of public buildings and parks; Plans and directs snow removal and ice control; Plans and directs the planting, trimming and removal of trees; Plans and directs the removal and disposal of municipal solid waste; Prepares departmental budget estimates and directs the maintenance of budget control; Plans and directs the purchase and repair of vehicles and equipment; Drafts specifications for and recommends the purchase of equipment, machinery, materials, tools and other supplies; Directs the preparation and maintenance of a variety of activity, cost, personnel, statistical and related records and reports; Attends meetings and conferences to assist in the formulation of policy relating to public works activities; Reviews and adjusts complaints regarding public works projects and activities; Plans and coordinates public work programs and projects with other city and public and private activities and functions; Conducts studies of organizational, procedural and administrative needs and makes appropriate changes or recommendations for departmental policy modifications; Keeps the Commissioner and City Manager appraised of any changes, problems, etc. in assigned areas of responsibility; Supervises and recommends or assigns discipline of personnel; Develops, conducts and supervises departmental projects and programs of a regular and special nature; Directs or completes record keeping methods and procedures; Conducts inspections to insure compliance with departmental rules and regulations as well as the efficiency of employees of the Department of Public Works; Makes recommendations to the City Manager pertaining to appointments, promotions, demotions, disciplinary actions and other issues pertaining to personnel; Does related work as required.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:
Comprehensive knowledge of the practices, techniques, tools, equipment, materials, terminology and safety precautions of street and sewer construction, extension, maintenance and repair; thorough knowledge of the practices, tools, equipment and terminology of building maintenance, snow removal, ice control and related public works activities; good knowledge of federal, state and local laws and regulations relating to public works activities; good knowledge of the principles and practices of the administration of a public works department; ability to plan, develop, coordinate and carry out municipal public works projects and programs; ability to solve difficult and unusual public works problems; ability to analyze technical public works data, arrive at logical conclusions and present facts and findings clearly and concisely; ability to understand and carry out complex administrative and technical, oral and written directions; ability to get along well with and secure the cooperation of others; ability to train subordinates in public works methods and procedures; good address; sound judgment; initiative and resourcefulness; integrity; dependability; physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS: EITHER;
A. Possession of a NYS Professional Engineer’s License, upon appointment and throughout tenure, and six (6) years’ experience in construction, public works or related field in a supervisory capacity; OR
B. Bachelor’s degree in Civil Engineering or related fields and eight (8) years of progressively responsible experience in construction, public works or related field in a supervisory capacity, OR;
C. Associate’s Degree in Science, Applied Science or Civil Technology Degree and ten (10) years of progressively responsible experience in construction, public works or related field in a supervisory capacity, OR;
D. An equivalent combination of education and experience as noted above.
SPECIAL REQUIREMENT:
- Possession of a valid New York State Driver’s License throughout tenure.
- Must obtain a Class B CDL License with Airbrake Endorsement within 1 year of appointment and maintain throughout tenure.
