The New York City Housing Authority (NYCHA) is the nation’s oldest and largest public housing authority with more than 152,000 apartments and over 370,000 residents. NYCHA’s mission is to provide quality housing for New Yorkers that is sustainable, inclusive, and safe, while fostering opportunities for economic mobility. NYCHA also administers a citywide Section 8 leased housing program that serves over 200,000 tenants. Since the 2019 Agreement between NYCHA, the Department of Housing & Urban Development (HUD), and the U.S. District Court, Southern District of New York (SDNY), NYCHA has been working under a Federal Monitor structure. The HUD Agreement sets the requirement to create a new Transformational Plan in collaboration with the Federal Monitor and sets forth various compliance related targets for NYCHA across major operational areas.

The Office of the Chief Administrative Officer (CAO) oversees the Authority’s support services portfolio, including Supply Management & Procurement, Information Technology, Human Resources, Employee Engagement, Customer Contact Center, and General Services.

The Office of the CAO seeks a Chief Information Officer (CIO) to join its senior leadership team. Reporting directly to the Chief Administrative Officer, the CIO will serve as the technology executive responsible for establishing and executing a comprehensive enterprise technology strategy that advances NYCHA’s mission, operational effectiveness, and customer service experience for residents and employees. The CIO will oversee an IT organization of approximately 175 staff, managing an annual technology budget of roughly $90 million, and stewards a portfolio of more than 150 enterprise and departmental applications, including systems supporting finance, human resources, supply chain, asset management, work order management, customer service, and resident engagement.

As a key member of the CAO’s leadership team, the CIO partners closely with departmental leadership to align technology investments with enterprise priorities and the Authority’s five-year financial and transformation plans. The CIO provides strategic and operational leadership across all IT domains – enterprise technology strategy, infrastructure and operations, cybersecurity and risk management, and IT service management – to advance organizational modernization, fiscal discipline, and customer-focused service delivery.

The responsibilities of the Chief Information Officer will include, but are not limited to:

  • Lead the development and execution of a multi-year IT strategic plan and technology roadmap that aligns with NYCHA’s organizational priorities, enterprise transformation, and five-year financial plan.
  • Oversee enterprise IT architecture, infrastructure (on-premises, cloud, hybrid), network operations, and information systems to ensure reliability, scalability, and security.
  • Lead enterprise applications, business intelligence/data analytics platforms, mobile and web-based resident services, and other digital solutions that improve service delivery and operational transparency.
  • Manage IT governance, budget, vendor/contract portfolio, resource planning and staffing to optimize performance, cost and risk.
  • Direct cybersecurity, information risk management, compliance and incident response efforts, working in partnership with the CISO or equivalent function.
  • Drive digital transformation initiatives: modernizing legacy systems, migrating to cloud, integrating platforms via APIs, automating processes and fostering a technology-enabled resident and employee experience.
  • Build and lead a diverse, high-performing IT leadership team; mentor and develop talent at all levels.
  • Develop and execute an IT workforce strategy that aligns with enterprise transformation goals, emphasizing professional development, innovation, and succession planning.
  • Establish and monitor key performance indicators for IT operations, project delivery, and value creation; report regularly to executive leadership on progress, risks and outcomes.
  • Identify and drive efficiencies, cost savings and process improvements through technology, while maintaining a robust service delivery and risk mitigation in a public sector environment.

ASSISTANT EXECUTIVE DIRECTOR ( - 10174

Minimum Qualifications

  • A baccalaureate degree from an accredited college and three years of full-time paid experience in an administrative, executive or consultative capacity in a large public housing agency; or
  • Education and or experience which is equivalent to “1”.

Preferred Skills

  • A minimum of 10-15 years of senior leadership experience in IT (preferably in a large, complex organization or public sector environment) with full responsibility for infrastructure, applications, data & analytics, and cybersecurity within an Information Technology Infrastructure Library (ITIL) framework. - Demonstrated ability to lead enterprise IT modernization, digital transformation and service-oriented technology delivery. - Exceptional communication skills, both written and verbal, with the ability to translate technology into business value, cost savings, operational efficiencies, and improved service outcomes. - An agile and results-oriented leader who can balance strategic vision with hands-on execution able to work independently, collaboratively, and under tight deadlines. - Strong problem-solving skills with the capacity to anticipate challenges, adapt to shifting priorities, and implement practical solutions in a fast-paced environment. - Proven experience fostering collaboration across departments, building strong stakeholder relationships, and driving alignment toward shared goals. - High degree of integrity, sound judgment, and commitment to fairness, transparency, and accountability. - Proficiency in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint, OneDrive).
