The New York City Department of Youth and Community Development (DYCD) seeks a Project

Manager of Finance Operations & Analytics within the Office of the CFO.

This role performs highly responsible, complex, and specialized scientific and analytical work, requiring wide latitude for

independent judgment and decision-making.

Under the general direction of the Senior Project Director, and supporting the CFO and Deputy CFO,

the Project Manager will direct and guide major research and analytical activities, develop and

evaluate methodologies for financial and operational analysis, and conduct advanced investigations

across multiple fiscal and administrative systems.

The role leads high-impact projects involving forecasting, compliance, workflow evaluation, systems analysis, and operational performance

improvement across the agency.

The Project Manager will design, manage, and interpret research studies that analyze fiscal

operations, procurement processes, and finance-system performance; evaluate and refine analytical

procedures and data collection methods; and prepare scientific and technical reports presenting

findings to senior leadership and external oversight entities.

Work includes coordinating analytical research across units, ensuring adherence to scientific standards, and providing expert guidance to

teams conducting financial, operational, and administrative analysis.

Responsibilities include managing cross-functional projects;

Developing performance-measurement methodologies;

Creating dashboards and early-warning systems;

Conducting risk identification and discrepancy investigations;

Maintaining rigorous documentation of analytical processes.

The Project Manager will also develop standardized procedures, manuals, and quality assurance tools to

improve agency-wide operations.

The role requires mastery of advanced analytical techniques, strong project leadership, and the ability

to synthesize complex system-wide data into clear, actionable recommendations that support agency

decision-making, policy development, and compliance obligations.

Minimum Qualifications

  • For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.

To be appointed to Assignment Level II and above, candidates must have:

  • A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
  • A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
  • Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Probationary Period

Appointments to this position are subject to a minimum probationary period of one year.

Preferred Skills

  • Advanced ability to plan, conduct, and oversee complex data and analytical research, ensuring accuracy and methodological rigor. -Demonstrated experience providing expert guidance to analysts, reviewing their methods and results, and ensuring scientific rigor in research and data evaluation. -Significant experience independently conducting high-level investigations involving large, complex datasets across multiple financial, procurement, or operational systems. -Expertise preparing and presenting technical reports, dashboards, and scientific analyses for senior leadership and oversight bodies. -Strong proficiency in advanced analytics tools (Excel, Power BI/Tableau), with experience developing automated reporting, and data pipelines. -Proven ability to evaluate, improve, and standardize analytical procedures develop SOPs and qualitycontrol frameworks and implement process improvements based on research findings. -Experience coordinating research activities across multiple units, facilitating multi-stakeholder collaboration, and maintaining detailed records, documentation, and decision logs. -Deep understanding of public-sector fiscal and procurement systems experience with NYC systems (FMS, PASSPort) strongly preferred. -Exceptional communication skills, able to translate highly technical and analytical content into accessible recommendations for a wide range of audiences. -Strong leadership, independent judgment, initiative, and ability to manage high-priority analytical work with broad agency impact.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
