Your Team

The Office of Asset and Property Management (APM) leads the agency's efforts to safeguard the City's affordable housing investments and ensure these properties remain affordable, financially stable, and physically sound over the long term.
APM actively monitors the performance and regulatory compliance of City-sponsored projects and City-supervised Mitchell-Lama developments. In addition, APM manages the City-owned housing inventory to maintain operational efficiency, regulatory compliance, and high-quality housing standards.
APM is comprised of the Divisions of Asset Management, Property Management, and Housing Supervision.
Within APM, the Division of Property Management oversees three key programs responsible for managing City-owned properties and ensuring compliance:

-Technical Services Program: Provides technical expertise and oversight for buildings participating in the Tenant Interim Lease (TIL) Program, supporting tenant associations in their transition to self-sufficient, low-income cooperatives.
-Lead Unit: Ensures compliance with lead safety regulations and promotes health standards in City-owned buildings.
-Urban Renewal and Property Management (URPM): Oversees daily building operations, including maintenance, routine repairs, local law compliance, tenant relations, and administrative functions for City-owned properties under HPD's jurisdiction.

Collectively, these programs reflect APM's comprehensive, mission-driven approach to property management, tenant support, and regulatory compliance in alignment with HPD's housing preservation goals.

Your Impact:

As the Lead Data Analyst/Coordinator, you will support the Division of Property Management and the Division of Asset Management - Tenant Interim Lease (TIL) Program in ensuring compliance of City-owned buildings with all existing and emerging Federal and Local lead-related laws. These include, but are not limited to:
-New York City Local Law 1 of 2004
-New York City Local Law 31 of 2020
-Environmental Protection Agency (EPA) regulations
-U.S. Department of Housing and Urban Development (HUD) Lead Safe Housing Rule

Your work will span properties throughout the City and directly contribute to protecting public health and promoting safe, quality housing for New Yorkers.
You will also assist other APM program areas in monitoring lead compliance in privately owned multiple-unit dwellings under HPD's regulatory authority.

Your Role:

In support of the Mayor's Leadfree Initiative and ongoing local and federal lead compliance requirements, the selected candidate will be assigned to the Lead Team and play a key role in operational coordination, documentation management, and regulatory tracking.

Your Responsibilities:

-Manage the assignment of vendor and inspector work in accordance with the established testing schedule, including processing Open Market Orders (OMOs) and monitoring requirements contracts.
-Coordinate building access with tenants and building management to facilitate inspections and compliance activities.
-Review vendor-submitted documentation for completeness, accuracy, and regulatory compliance.
-Create and process orders for remediation and abatement, as required.
-Manage document processing and maintain records for audits and spot checks.
-Monitor lead compliance phone lines and respond appropriately to inquiries.
-Track compliance processes, generate reports, and follow up with tenant correspondence as needed.
-Track and coordinate document transfers upon sale of properties to new owners.
-Support the Executive Director of Property Management with special projects and strategic initiatives, as assigned.

Preferred Skills

-Strong organizational skills with the ability to manage multiple projects simultaneously.
-Proficiency in Microsoft Office applications, including Excel, Word, and PowerPoint.
-Comfort working in a PC-based environment and managing large volumes of documentation.
-Strong analytical skills with exceptional attention to detail.
-Working knowledge of New York City government operations and housing-related issues.
-Excellent written, interpersonal, organizational, and communication skills.
-Demonstrated ability to meet deadlines, coordinate multiple projects, and resolve tenant and building access challenges.
-Bilingual (English and Spanish) preferred.

Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
