Major Responsibilities

  • Under general direction, with wide latitude for the exercise of independent judgment and decision, establish a customer service-oriented permit office and provide outstanding customer service.
  • Oversee the processing of all park permits, including but not limited to: special events, athletic, field day, day camp, pool, tennis, boat launch, film/photo requests.
  • Maintain a close working relationship with borough management and NYPD to effectively manage events and develop best practices. Use CEMS (Citywide Event Management System) and PerfectMind to process permit applications and permits. Monitor and ensure accuracy of CEMS parks and facilities.
  • Prepare regular reports for the Borough Commissioner and Operations Chiefs.
  • Ensure proper handling and accounting of all permit fees and reconciliation of permit fees. Ensure proper record-keeping and record retention for all permit applications. Respond in a timely manner to all litigation, depositions and Freedom of Information Law (FOIL) requests.
  • Evaluate patterns of facility usage and coordinate scheduling of routine maintenance and capital work in conjunction with Park and Recreation Managers and the Director of Capital Projects. Implement policies and procedures for best use of existing and new facilities. Work with CEMS management team to ensure that all properties and facilities in database are accurately depicted.
  • Serve as liaison with Citywide Marketing and Special Events. Work with Citywide Special Events and Park and Recreation Managers to negotiate terms of very large or complex events.
  • Ensure that all policies and procedures for athletic permitting are followed. Work to resolve customer concerns and coordinate permitting with Citywide Athletic Permit office. Monitor condition of athletic facilities and available equipment. Oversee and conduct regular athletic permit inspections, bi-annual inspections and upgrades to Automated External Defibrillator (AED) equipment and scheduling of digital light timers on athletic fields and courts.
  • Serve on Agency committees and task forces that review and revise permit policies and procedures to improve efficiency, accuracy and level of customer service.
  • Maintain records for all maintenance contracts and container agreements with Borough Management and Agency Legal Division.
  • Working with the garage supervisor, oversee scheduling and permitting of all large equipment (mobile stages, bleachers, light towers, etc.). Ensure compliance with all NYC and Parks requirements.
  • Serve as a liaison with the Mayor’s Office of Media to ensure a high level of customer service for film and photo shoot customers and to resolve problems.
  • Supervise staff, including timekeeping and yearly evaluations.
  • Assist with planning and coordinating borough special events, including elected events, ribbon cuttings and ground breakings.
  • Assist with physical set-up, operations and breakdown of equipment for events. May assist with the maintenance of special event equipment and inventory.
  • Provide oversight of all Borough permits.

ADMIN COMMUNITY RELATIONS SPEC - 1002F

Minimum Qualifications

  • A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U. S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) and four years of satisfactory, full-time community liaison, community organization or community relations experience, at least two years of which must have been in a broad administrative or policy-making capacity with responsibility for planning, organizing, coordinating, developing, evaluating and/or administering a large community service program or activity; or
  • A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization and eight years of satisfactory, full-time experience as described in "1" above, at least two years of which must have been in a broad administrative or policy-making capacity with responsibilities as described in "1" above; or
  • Education and/or experience equivalent to "1" or "2" above. Undergraduate education above the high school level may be substituted for the community liaison, community organization or community relations experience, but not for the two years of broad administrative or policy-making experience described in "1" above, at the rate of 30 semester credits from an accredited college or university (as described above) for each year of experience, up to a maximum of 4 years. Graduate education beyond the baccalaureate degree may be substituted for the community liaison, community organization or community relations experience, but not for the two years of broad administrative or policy-making experience described in "1" above, on the basis of 30 graduate credits from an accredited college or university (as described above) for each year of experience, up to a maximum of 2 years. However, all candidates must possess a four-year high school diploma or its educational

equivalent approved by a State’s Department of Education or a recognized accrediting organization and two years of full-time experience in a broad administrative or policy-making capacity with responsibilities as described in "1" above.

Preferred Skills

  • Bachelor’s degree. 2. Excellent administrative, communication, supervisory and interpersonal skills. 3. Knowledge of permits and borough sports, park and recreation facilities. 4. Must be available to work some early mornings, evenings and weekends. 5. Bilingual a plus.

Residency Requirement

Residency in New York City, Nassau, Orange, Rockland, Suffolk, Putnam or Westchester counties required for employees with over two years of city service. New York City residency required within 90 days of hire for all other candidates.
