The Department of Probation seeks to appoint a Director of Intergovernmental Affairs, who under the direction of the General Counsel, with wide latitude for the exercise of independent action and decision-making, will develop and manage all matters including, the dissemination of public information, as they relate to the agency’s intergovernmental affairs, external relations and its legislative agenda. This position is an integral part of the DOP Executive Team and plays a central role in advancing public safety by coordinating public information activities in support of the development and advocacy of the agency's city, state and federal legislative agenda and coordinating policy development on related legislative issues.

Duties

The chosen candidate will have demonstrated success influencing decision-makers on legislative and policy issues, preferably in New York City and New York State; developing relationships with elected officials and key government and community leaders; and building coalitions to achieve desired results. Duties will include, but are not limited to, the following:

  • Work closely and collaboratively with the Commissioner and the Executive staff to coordinate public information activities that support the development and effective promotion of legislative positions and policy strategies to critical stakeholders to achieve desired outcomes.
  • Analyze legislation and recommend appropriate agency response.
  • Guide the Executive staff on issues involving public controversy and legislative sensitivity.
  • Serve in a sensitive position of trust as a public representative of DOP.
  • Serve as the principal liaison to the Mayor’s Office of Federal, State and City Government Affairs.
  • Meet and maintain working relationships with Federal, State and City elected officials and their aides.
  • Assist with preparation of testimony and background materials for oversight hearings.
  • Review and prepare comments on relevant legislative proposals.
  • Serve in a proactive capacity to develop DOP’s legislative agenda and propose legislation that positively impacts DOP constituencies.
  • Assist in the successful siting of community offices/programs that further DOP’s mission.
  • Ensure effective implementation of the agency’s Government Affairs External Relations Strategy.
  • Maintain relationships with the community boards and community leaders.
  • Coordinate intergovernmental/public affairs activities with other agencies and organizations.
  • Perform related duties as assigned.

EXECUTIVE AGENCY COUNSEL - 95005

Minimum Qualifications

Admission to the New York State Bar; and four years of recent full-time responsible, relevant, satisfactory legal experience subsequent to admission to any bar, eighteen months of which must have been in the supervision of other attorneys, in an administrative, managerial or executive capacity, or performing highly complex and significant legal work.

Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.

Preferred Skills

  • Masters or Law Degree - Experience in adult criminal justice and juvenile justice, and human services. - Extensive knowledge of the legislative and political process in NY State and NY City. - Substantive, impressive and progressively responsible legislative experience. - Experience working with community groups/leaders, preferably in NYC neighborhoods. - Ability to analyze legislation and recommend appropriate agency response. - Self-motivation and ability to manage multiple priorities and projects simultaneously. - Strong oral and written communication skills extensive experience speaking a public events. - Proven ability to establish and maintain effective working relationships. - Familiarity with diverse communities of New York City.
