GENERAL DESCRIPTION OF DUTIES:
The purpose of this classification is to perform skilled trades work for the City in one or more trade disciplines, such as painting, masonry, closed circuit TV inspection, carpentry, electrical, plumbing, and/or HVAC. Work involves construction, maintenance and repair of assigned City property, structures, facilities, grounds and equipment. Employees in this class function independently as assigned, or as part of a work crew as dictated by the assigned task or project.


The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
  • Performs skilled trades work in construction, maintenance and repairs on structures, facilities, equipment, grounds, irrigation systems, and other City property.
  • Reads blueprints, diagrams, and/or sketches in the preparation and performance of tasks.
  • Performs necessary calculations, such as mixing proportions, measuring angles and distances, calculating square footage.
  • Performs preventive maintenance of facilities and equipment according to assigned schedules or as directed.
  • Maintains and performs basic trouble shooting for assigned equipment; installs new equipment and/or equipment components according to assigned functional area; performs in-field repairs on assigned equipment when possible and/or feasible.
  • Participates in storm preparation and clean-up; prepares, gathers and stages emergency generators and equipment per IAW Storm Procedures; prepares shop and trucks for expected storm events; transports generators to essential sites per direction; assists with clean-up and repair of storm damage.
  • Operates or uses a variety of equipment, power tools, hand tools, and supplies in order to complete work assignments; operates and maintains pick-up trucks, flatbeds and dump trucks in transporting of personnel, tools, equipment and/or materials; operates various hand-held manual, electrical and gas powered tools and equipment, such as shovels, mixers, sprayers, drills, hammers; and operates a variety of small equipment such as cement mixers, jack hammers, concrete saws, chain saws, and skill saws.
  • Performs routine cleaning, maintenance, servicing, and/or fueling of assigned equipment, tools, materials, and vehicles to ensure the safe and efficient operating condition, and compliance with established department policy, and sound trade practices.
  • Recognizes and reports any detected deterioration, repair needs, and maintenance needs to supervisor; assists with planning, estimating, and coordination of more complex tasks.
  • Processes a variety of documentation associated with department operations, within designated timeframes and per established procedures; prepares or completes work orders, reports of materials and supplies utilized, cost estimates, labor required, maintenance logs, and fuel logs; forwards or retains as appropriate.
  • Functions as part of a work crew in completing project/work orders, as assigned, to include assisting other departments/divisions as necessary.

  • Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate and control the actions of equipment, machinery, tools and/or materials requiring complex and/or rapid adjustments.
  • Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, and/or advisory data and information.
  • Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, and ratios; may include ability to calculate surface areas, volumes, weights, and measures.
  • Functional Reasoning: Requires the ability to apply principles of rational systems; to interpret instructions furnished in written, oral, diagrammatic, or schedule form; and to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives.
  • Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving evaluation of information against measurable or verifiable criteria.

MINIMUM QUALIFICATIONS:

  • High school diploma or GED and Vocational/Technical certification in related field
  • Supplemented by three (3) years skilled experience in a minimum of one (1) of the trade disciplines listed herein; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills and abilities for this position.
  • Possession and maintenance of a valid Florida driver's license, class "E" and a driving record which meets or exceeds minimum City driving standards may be required.
OTHER REQUIREMENTS:
The City of Naples is a Tobacco-Free Workplace. Applicants for the City of Naples must not have been a user of tobacco products for at least six (6) months immediately preceding an application for employment; and, if hired, must maintain non-use of tobacco products for the duration of employment with the City of Naples. Tobacco is defined as any lighted or unlighted cigarette, cigar, pipe, nicotine dispensing device, other types of smoking product, smokeless tobacco including dip, chew or snuff.

Physical Ability: Tasks require the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds).
Sensory Requirements: Some tasks require the ability to perceive and discriminate depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.
Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, odors, wetness, temperature and noise extremes, machinery, vibrations, bright/dim light, traffic hazards, and/or toxic/poisonous agents.


EMERGENCY RESPONSE STATEMENT
Every City employee has emergency response responsibilities, though not every position will require routine assignments during an emergency event. All employees may be subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the employee's official job description. Assignments in support of emergency operations may be extensive in nature, with little advance notice, and may require employees to relocate to emergency sites with physically and operationally challenging conditions.
