Position Summary

Perform routine inspection, maintenance, and repair of the City's stormwater system; performs other duties as required or assigned. Inspections include storm drain inlets, yard inlets, pipes, ditches, and ponds. This position is required to perform technical work within in an office environment as well as manual labor in the field. This employee will be required to perform heavy physical labor in all types of weather conditions, using a variety of tools and equipment.

This work is performed under the supervision of a Stormwater Lead. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with the assigned supervisor, other City employees, and the general public. Work requires a significant level of independence, self-initiative, program knowledge, and self-confidence in group activities. The principal duties of this class are performed within in an office environment as well as manual labor in an outdoors environment with exposure to the hazardous gases and materials found in a storm collection system.

Essential Functions

  • Inspects, maintains and repairs the stormwater system and stormwater system lines to ensure safe and efficient operation, including inspecting lines, and manholes to determine necessary maintenance and repair.
  • Operates a variety of complex storm line cleaning equipment, including the hydro cleaning truck and other related equipment to remove debris from stormwater system lines, television inspection devices, cameras, GPS, computers, manhole puller and other related tools and equipment as required for inspections, reporting and record keeping of new and existing lines.
  • Maintains storm line cleaning equipment to ensure safe and efficient operation, including basic maintenance and repair of television equipment, hydro cleaner pumps, pump control panels, and other related as required.
  • Assists with the repairs of catch basins, outfalls, sand and grease vaults, yard inlets, detention ponds, illicit discharges, and other storm water systems to ensure that all aspects of the systems are functioning properly.
  • Communicates with supervisors, directors, other departments, property owners, contractors, complainants, HOA's, public, and other individuals needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction.
  • Ensures public and operational safety, including coordinating with other City services and addresses Citizen's complaints or problems, provides requested information, and/or takes the appropriate measures to ensure an expedient resolution of citizen satisfaction.
  • Maintains a safe work area, including: places and removes cones, barricades, warning devices, and/or directs traffic at work sites to ensure safety of work crew and public; cleans up work sites upon completion of job; picks up all tools and equipment; secures the jobsite if returning later; washes vehicles and equipment as needed; cleans up shop areas; maintains tools and equipment in safe and operable condition; safely use, mix, and dilute all chemicals according to direction labels; and when operating a motor vehicle, observe safe driving principles and practices.
  • Assumes responsibility for other duties as required or assigned.

Additional Functions

  • Keeps immediate supervisor and designated others accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems.
  • Train and mentor new stormwater staff.
  • Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities.
  • Is punctual and timely in meeting requirements of performance, including attendance standards and work deadlines.
  • May perform other duties as assigned.

Required Education, Experience, & License/Certifications

  • High School Graduate or General Education Degree (GED) required.
  • 1 plus years of experience in job related training or education preferred.
  • Ability to operate a personal computer using standard or customized software applications appropriate to assigned tasks and the ability and willingness to quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology.
  • Valid State of Idaho Class A Commercial Driver's License.
  • Approved Flagging Certification required within 6 months of employment.
  • Confined Space Entry training required within 6 months of employment.
  • Must live within 30 minutes response time required when on call. Must have or obtain a residential or cell phone within 30 days and provide number to Supervisor.

Required Knowledge, Skills & Abilities

  • Some knowledge of the basic principles and practices of underground pipeline maintenance and repair including some knowledge of the practices and procedures for repairing underground lines and fittings, including the basic operation of construction equipment for underground work.
  • Some knowledge of the basic principles of pump operation and preventive maintenance.
  • Some knowledge of the operation, preventive maintenance, and cleaning of collection system lines and related facilities.
  • Some knowledge of the safe and proper use of television line inspection equipment, hydro cleaning truck, hydro vactor, and other related maintenance and repair equipment.
  • Some knowledge of the safety principles, practices, and equipment related to the work including knowledge of the safe and proper use of basic hand and power tools related to the work.
  • Some knowledge of basic shop mathematics and basic plan and map reading.
  • Ability to perform strenuous physical labor over extended periods of time in all weather conditions.
  • Ability to efficiently read and interpret plans and maps.
  • Ability to safely and efficiently operate hand and power tools, vehicles, and related maintenance equipment.
  • Ability to serve as an on-call employee for collections (after hours, evenings, holidays and weekends).
  • Ability to understand and follow oral and/or written policies, procedures, and instructions, use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions, and prepare and present accurate and reliable reports containing findings and recommendations. Ability to train and provide guidance to others.
  • Ability to operate a personal computer using standard or customized software applications appropriate to assigned tasks and the ability and willingness to quickly learn and use new skills and knowledge brought about by rapidly changing information and/or technology.
