Position Summary

The principal function of an employee in this class is to supervise assigned GIS staff in addition to the design, optimization, and maintenance of geographic information system (GIS) infrastructure. GIS System Administrator Seniors at this level receive a variety of assignments that require the application of the full range of GIS principles, methods, and techniques. A considerable portion of this technical work is centered on GIS server design and administration. The incumbent may be responsible for maintaining GIS integration with non-GIS databases, applications and software. This class is distinguished from the class of GIS Analyst by the performance of more complex GIS duties requiring detailed knowledge of GIS system architecture, web application protocols and geospatial system integrations. Employees in this class are expected to complete their assignments independently and perform their duties in accordance with department general guidelines. The work is performed under the supervision and direction of an assigned supervisor, but considerable leeway is granted for the exercise of independent judgment and initiative. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with the assigned supervisors, other City employees, contract engineers, vendors, and the public. The principal duties of this class are performed in a general office environment with occasional trips to various construction sites throughout the City.

Essential Functions

  • Designs, optimizes, and maintains GIS server infrastructure and related web applications.
  • Performs regular quality assurance tests and monitors GIS infrastructure content, performance, and security.
  • Plans, develops, and maintains geospatial system solutions and integrations.
  • Plans, supervises, and evaluates the work of assigned personnel, including providing approval for the selection of staff, monitoring work schedules, interviewing for new or vacant positions, providing direction when necessary, disciplining as required, managing conflict, and rewarding employee performance when appropriate.
  • Develops policies and procedures as they relate to or are associated with GIS or its staff.
  • Automates routine tasks by creating customized code and data models.
  • Assists with developing and modifying GIS data collection and distribution policies.
  • Analyzes and interprets mapping data to verify accuracy, determine trends, and correct errors.
  • Monitors GIS system performance and produces system health reports.
  • Provides GIS technical support to users.
  • Develops and maintains web map applications, services, and ArcGIS Server Enterprise Geodatabases.
  • Recommends enhancements in existing programs and software.
  • Maintains City base maps and related files, including making custom prints and displays for City departments and the public.
  • Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions.
  • Attends meetings, conferences, workshops, and training sessions and reviews publications and audio-visual materials to become and remain current on principles, practices, and new developments in assigned work areas.
  • Assumes responsibility for other duties as required or assigned.
  • Keeps immediate supervisor and designated others accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems.

Required Education, Experience, & License/Certifications

  • High School Graduate or General Education Degree (GED): Required.
  • Bachelor’s Degree (four-year college or technical school) Required. Field of study: Computerized Drafting/Mapping and Design, GIS, Geography or Related field.
  • 3 plus years of experience with ArcGIS Enterprise.
  • 5 plus years of experience in related GIS activities or any combination of experience and training which provides the equivalent scope of knowledge, skills, and abilities necessary to perform the work.
  • Experience with ArcPy, Python, Java Script, and/or other programming languages is a plus.
  • Valid State of Idaho driver’s license.
  • This position may require a comprehensive security background check and/or additional Certification (s) specific to the functional area of assignment.

  • Ability to efficiently operate a personal computer using standard or customized software applications appropriate to assigned tasks and the ability and willingness to quickly learn and use new skills and knowledge brought about by rapidly changing information and/or technology.
  • Thorough knowledge of principles and techniques of GIS including knowledge of GIS software, data capture and maintenance techniques in the ArcGIS environment, knowledge of Enterprise ArcGIS Server web map development and maintenance, map production skills.
  • Thorough knowledge of GIS programming techniques and database maintenance.
  • Thorough knowledge of ArcGIS Enterprise components and extensions.
  • Thorough knowledge of mathematical calculations to the level of college algebra and trigonometry.
  • Thorough knowledge of engineering and construction design principles.
  • Thorough knowledge of surveying principles.

Work Environment

  • The principal duties of this class are performed in a general office environment with occasional trips to various construction sites throughout the City.
