Position Summary
The Street Operations Assistant Superintendent, oversees and directs the various works of the street maintenance staff in all aspects of the street and traffic operations and maintenance. This position ensures compliance with all the established policies, procedures and Federal and State rules and regulations. Street Operations Assistant Superintendent will exercise a substantial degree of responsibility and independent judgment and solve work related problems independently. The work is done under the supervision and direction of the Street Superintendent, but considerable leeway is granted for the exercise of independent judgment and initiative. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with the Street Superintendent, Public Works Director, City personnel, local state and federal officials, property owners, consultants, vendors, contractors, developers and the general public. This employee is responsible to assist, train and evaluate the street maintenance personnel. The Street Assistant Superintendent will be required to backfill and provide coverage for the Street Superintendent when the Superintendent is away.
The principal function of an employee in this class is to oversee the maintenance operations of street related infrastructure in the City of Nampa including roadways, snow removal, sweeping, chip sealing, stormwater and pavement markings. Participates in work on short-term and long-term planning, marketing, directing the implementation of goals, objectives, policies, procedures, and work standards for Streets functions, including regulatory requirements and other related functions. The work is performed under the supervision and direction of the Superintendent - Streets. The performance of an employee in this class has complex duties requiring detailed knowledge of the department, including performing professional work in analyzing requests, interpreting, and applying budget and finance guidelines, interpreting, and applying financial statement guidelines with related schedules and conditions in accordance with applicable budget and finance laws, interpreting and applying Federal and State Streets guidelines. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with assigned supervisors, other City employees, and the general public. In addition, supervises, reviews, and evaluates the work of Street Maintenance Leads, Heavy Equipment Operators, Stormwater Maintenance, Maintenance Technicians and Contract Seasonal Labor; performs other duties as required or assigned.

The principal duties of this class are performed in an office environment where the employee in this class is subject to inside environmental conditions AND in an outdoors environment with exposure to a variety of terrains, weather conditions, and heavy equipment.

Essential Functions
- Plans, directs, and evaluates the work of assigned personnel, including providing input for the selection of staff, monitoring work schedules, participates in interviews for new or vacant positions, providing direction when necessary, disciplining as required, managing conflict, and rewarding employee performance when appropriate.
- Oversees and supervises daily work of the Street maintenance staff, temporary and summer youth workers; directs work; oversees conduct and quality of work.
- Follows all MUTCD and streets standards, plans and schedules for maintenance of streets.
- Provides to appropriate City officials, supervisor, employees, contractors, developers and the public an overall view of upcoming and in-progress projects, goals, standards and practices.
- Directs the daily construction and maintenance of roads and drains, including staking, scheduling utility line locations, laying out alternative traffic routes and coordinating schedules for chip and seal operations.
- Works with adjoining property owners and ensures a safe construction area.
- Directs the snow removal and sanding operation, including spraying of brine and the manufacturing of salt brine to prevent icing of roadways.
- Maintain an effective and respectful work environment free of harassment or intimidation with a heavy focus on team building.
- Observes safe work methods and uses safety equipment in the maintenance and repair of City streets and roadsides, including placing barriers and warning signs to secure work sites from traffic hazards.
- Develops specifications and prepares requisitions for machinery, heavy equipment and supplies.
- Monitors the work and progress of assigned consultants on construction plan development and construction cost estimates, including ensuring that plan development criteria are followed, reviewing plans for errors and omissions, and making schedule due date adjustments as necessary; reviews expenditures and financial commitments to assure compliance with approved budgets.
- When required performs all essential functions of the Street Superintendent, Street Crew Leaders, Heavy Equipment Operators.
- Provides information for and conducts staff evaluations and appraisals.
- Performs personnel, administrative assignments including but not limited to employee time keeping, work assignments, and other related functions as directed by the Superintendent.
- Performs other duties consistent with the role and function of the classification.
- Attends meetings, conferences, workshops, and training sessions and reviews publications and audio-visual materials to become and remain current on principles, practices, and new developments.

- 4 plus years of experience in working multiple trades in facilities maintenance with increasing levels of responsibility and/or any work experience related to the functional area of assignment or/any combination of experience and training that provides the equivalent scope of knowledge, skills, and abilities necessary to perform the work.
- Building Operator certification with Intermountain Building Operators Association (IBOA), or equivalent training/education is preferred.
- State of Idaho Valid Driver’s License required.
- Substantial knowledge of the operation of all heavy motorized equipment appropriate to assigned tasks.
