Job Summary

The Accountant / Budget Analyst works in the Administration / Finance Department and oversees the finances of the City including budgetary and accounting work in maintaining fiscal records and systems, assisting in the development and monitoring the City’s annual budget and recording and reconciling all transactions in the financial records of the City.

Responsibilities and Duties

Essential duties and responsibilities include, but are not exclusively limited to, the following:

1. Accumulates financial data from source documents and verifies for accuracy within established accounting practices and procedures.

2. Prepares and maintains financial data for posting to general ledger, special ledgers and other financial reports to reflect accurate accounting and distribution of income and expenses to appropriate accounts.

3. Reconciles accounts and adjusts irregularities; prepares monthly cash reconciliation.

4. Designs new systems or modifies existing systems to provide records of assets, liabilities and financial transactions of the City.

5. Maintains accounts and records; maintains accounting controls over property and equipment inventories; custodian of financial records.

6. Enters and verifies cash receipts.

7. Calculates and pays monthly medical premiums, retirement sums, state and federal taxes, etc.

8. Prepares and verifies monthly payrolls; disperses and collects time sheets; updates personnel payroll records; answers employee questions regarding payroll checks.

9. Assists Budget Officer in preparation of budget. Coordinates with City department heads to provide information regarding the budget process; forecasts and expenditures based on current, anticipated and historical economic trends.

10. Tracks and forecasts budget impact of personnel and other expenditures in City departments.

11. Provides audit material to Auditor as requested.

12. Assists in the administration of City investments by maintaining required investment records and preparing related reports as required.

13. Establishes and maintains records needed for bond payments, fiscal agent, and related redemption ledgers.

14. Maintains any LID accounts or other special assessments. Maintains special accounts receivable.

15. Maintains Local Government Investment Pool (LGIP) accounts for the City of Myrtle Point and certain partner agencies as benefits the city (currently Myrtle Point Health District).

16. Computer operation including the following:

  • a. Springbrook/Accella General Ledger proprietary software
  • Microsoft Excel
  • Microsoft Word
  • Microsoft Outlook or web based email

PERIPHERAL DUTIES

Attends City Council meetings to provide financial report and answer questions as necessary.

Assist City Manager as requested on work related to essential duties of the position.

Qualifications and Skills

1. Minimum two-year degree in accounting, finance, business or public administration, or a closely related field, and

2. Two (2) years of progressively responsible municipal accounting or finance work, or

3. Any equivalent combination of education and experience.

Pay: $5,438.00 - $6,362.00 per month
