JOB SUMMARY

The purpose of this position is to lead and perform semi-skilled to skilled work to maintain facilities, grounds, and rights-of-way in the City.

ESSENTIAL JOB FUNCTIONS
  • Leads and oversees the work of an assigned crew; plans work assignments; trains crew members in all essential functions; and maintains a safe work environment for work crew.
  • Ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals.
  • Leads and performs a variety of street maintenance duties; pours concrete; patches holes; paves, shovels and rolls asphalt; repairs and installs curbs; repairs and installs City sidewalks; paints parking stripes, stop bars, cross walks, and street stripes; repairs and cleans storm drainage systems; installs, replaces or repairs street signs; clears leaves, tree limbs and other debris from sidewalks and rights-of-way; builds drain boxes; repairs water line leaks on City property; and rebuilds shoulders on rights-of-way.
  • Leads and performs a variety of landscaping duties; mows grass; plants flowers and shrubs; weed eats around signs and fence lines; edges curb lines; clears leaves, tree limbs and other debris from park areas; spreads and hauls ground cover, dirt, or mulch; sprays weed killer and fertilizer; prunes trees and shrubs; weeds flower beds; spreads grass seed; services irrigation systems; grooms ball fields; etc.
  • Leads and performs a variety of other maintenance duties; repairs sheds, tables, or playground equipment in City parks; empties garbage from trash receptacles; cleans beaches; shovels snow; cleans and scrubs floors, bleachers, and chairs; waxes floors; cleans and shampoos carpets; and cleans windows, parking lot grounds, and offices.
  • Assists with special projects and seasonal work; installs and removes holiday decorations; installs and removes banners; clears streets and sidewalks of debris following special events; and removes and replaces staging materials from sights as needed.
  • Operates a City vehicle; conducts pre- and post-trip inspections, including checking all fluids, gauges, lighting, mirrors, tires, body damage, seats and seatbelts, cleanliness of vehicle, etc.; loads and unloads materials, supplies and equipment as needed to complete assigned projects; reports all problems or necessary repairs to appropriate personnel immediately; and completes and maintains inspection, gas usage and other associated documentation.
  • Consults with assigned staff, assists with complex/problem situations; responds to complaints and questions related to street maintenance issues and activities; provides information; researches problems; and initiates problem resolution.
  • Prepares or completes various forms, reports, work orders, logs, accident reports, or other documents.
  • Receives various forms, reports, work orders, or other documents; reviews, completes, processes, forwards or retains as appropriate.
  • Communicates with supervisor, employees, other departments, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
  • Operates a variety of varied purpose equipment and tools in road, right-of-way, landscape, and utility maintenance; operates a motor-grader, scraper, excavator, compactor, front-end loader, track hoe, back hoe, tractor/trailer and lowboy, street sweeper, ice spreader, chipper truck, leaf truck, milling machine, paving machine, commercial-grade lawn mower, weed eater, chain saw, blower, shovel, rakes, pitchfork, Maddox, pry bar or other equipment.
  • Operates a variety of machinery, equipment, and tools, to complete essential functions to include the use of commercial-grade trucks and City vehicles.
Crew Leader assigned to Streets performs the following additional duties:

  • Leads the operation and maintenance of street sweepers.
  • Prepares preventive maintenance reports on street sweeping equipment.

Crew Leader assigned to Cemetery performs the following additional duties:

  • Oversees the opening and closing of graves; opens and closes niches for funerals; and oversees funerals.
  • Marks graves for grave diggers and monument companies.
  • Sells grave plots; makes bank deposits.

Crew Leader assigned to Convention Center performs the following additional duties:

  • Leads and oversees all set ups, tear downs, and cleaning of shows, meetings, and special events.
  • Directs building maintenance.
  • Operates telescopic bleachers.
  • Leads and oversees set-up and tear-down of offsite events.
  • Sets up exhibit booths; sets up barricades for crowd control; sets up basketball court; sets up ballrooms and meeting rooms; builds stages; and sets up exhibit halls.

Crew Leaders assigned to Solid Waste perform the following additional duties:

  • Receives and responds to service calls after 4:00 p.m.; retrieves missed or illegally dumped trash; turns water on/off for residential and commercial customers; and replaces and repairs damaged traffic signs.
  • Monitors beach areas; empties trash cans; shuts off beach showers; inspects and repairs boardwalks; etc.
  • Works with the Police Department; cleans up after traffic accidents; assists with traffic control; etc.
ADDITIONAL FUNCTIONS
  • Participates in hurricane preparedness and clean up.
  • Performs other related duties as assigned.

Minimum Qualifications

Education and Experience:
Requires a high school diploma or equivalent; one year of related experience in facility, grounds, or street maintenance.

Licenses or Certification:
May require the possession of a valid driver’s license or commercial driver’s license (CDL) including appropriate endorsement(s) depending on assigned department.

  • Ability to exercise judgment, decisiveness and creativity in situations involving evaluation of information against measurable or verifiable criteria.
PHYSICAL DEMANDS
The work is to move objects. The employee is occasionally required to exert up to 50 pounds of force to move objects. Additionally requires: grasping, handling, hearing voices, lifting, manual dexterity, mental acuity, pulling, pushing, speaking, standing, stooping, expressing ideas by the spoken, visual acuity in observations/operating equipment, and walking.
WORK ENVIRONMENT

Work is performed primarily outdoors where performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature extremes, machinery, electric currents, traffic hazards, or toxic agents. Work is performed in a safe and secure work environment that may periodically have unpredicted requirements or demands.
