How You’ll Contribute

As a Facility Support employee within the Water Pollution Control Division, you will play a hands-on role in supporting the operation, maintenance, and overall functionality of wastewater treatment facilities, lift stations, and collection systems throughout the City. You will assist with daily facility upkeep, grounds maintenance, cleaning operations, and material handling activities that help ensure treatment plant operations remain safe, efficient, and reliable. Your work will support skilled maintenance staff with mechanical, plumbing, and electrical repairs while helping maintain clean and operational facilities through routine maintenance, snow and ice removal, equipment operation, and general labor activities. Through safe work practices, teamwork, and dependable service, you will contribute to protecting public health, supporting environmental compliance, and maintaining essential City infrastructure.

Essential Duties

  • Support the operation and maintenance of wastewater treatment facilities, lift stations, collection systems, and related infrastructure
  • Perform facility and grounds maintenance activities including mowing, trimming, washing, painting, cleaning, and snow and ice removal
  • Clean tanks, channels, troughs, screens, equipment, work areas, and other wastewater treatment facilities to maintain safe and efficient operations
  • Assist skilled maintenance personnel with mechanical, plumbing, electrical, and general repair work
  • Operate trucks, loaders, and other equipment for hauling materials, snow removal, salt spreading, and facility support activities
  • Load, unload, transport, and organize tools, equipment, supplies, and operational materials
  • Collect wastewater and industrial samples and assist with routine operational support activities
  • Gather, prepare, and maintain routine operational, maintenance, and technical records
  • Inspect work areas and equipment to identify maintenance, housekeeping, or safety concerns and report issues to supervisors
  • Utilize hand tools, power tools, vehicles, and equipment safely and effectively in support of daily operations
  • Maintain effective working relationships with supervisors, coworkers, contractors, other departments, and members of the public
  • Follow established safety procedures, departmental policies, and environmental compliance practices
  • Respond to operational and weather-related maintenance needs as assigned
  • Other duties as assigned

Qualifications

Knowledge, Skills, and Abilities

  • Working familiarity with wastewater treatment facilities, lift stations, collection systems, and related operational support activities
  • Understanding of basic maintenance practices, equipment operation, and general labor procedures used in facility support work
  • Safe operation of trucks, loaders, hand tools, power tools, and maintenance equipment
  • Effective verbal communication and interpersonal skills when working with coworkers, supervisors, contractors, and the public
  • Ability to understand, follow, and carry out oral and written instructions
  • Awareness of occupational hazards, safety procedures, and environmental practices associated with wastewater and maintenance operations
  • Ability to establish and maintain productive working relationships in a team-oriented environment
  • Capability to work outdoors in varying weather conditions and perform physically demanding work activities safely and effectively

Education & Experience

  • High school diploma or GED equivalent required.
  • One (1) year of experience in general manual labor, grounds maintenance, or related work preferred
  • Experience operating maintenance equipment, trucks, or related tools preferred.
  • Equivalent combinations of education, training, and experience that provide the required knowledge, skills, and abilities will be considered

Licenses and Certifications

  • Valid Illinois Class B Commercial Driver’s License (CDL-B) with air brakes endorsement, or equivalent, within 6 months of hire.

While performing the duties of this job, employee is regularly required to talk or hear; frequently required to walk, stand, sit, use hands and fingers to handle, feel and make fine adjustments, reach with hands and arms, climb or balance, stoop, kneel, crouch and crawl. The employee will frequently lift and/or move up to 50 pounds and occasionally lift and/or move up to 100 pounds. The employee is frequently exposed to moving mechanical parts, sharp hand tools and exposed to fumes or airborne particles, toxic or caustic chemicals; and occasionally risk of electrical shock. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. Must be able to work under varied weather conditions.

Residency Requirement

AFSCME employees shall live within a 20-mile radius from the City’s Emergency Center, located at 1630 8th Avenue in Moline, within 180 days of hire.

Eligibility For Insurance Begins The First Of The Month Following a 30-day Waiting Period For New Employees. The City And The Employees Share In The Cost Of The Plans. Medical, Dental, And Vision Plans Available To Employees, Retirees, And Other Eligible Dependents Include

  • A self-funded, comprehensive dental plan
  • A self-funded vision plan
  • A self-funded medical plan (including prescription drug coverage)

Pension

American Federation of State, County and Municipal Employees (AFSCME), non-union, and United Auto Workers (UAW) employees participate in the Illinois Municipal Retirement Fund (IMRF). Retirement benefits are based on years of service and wages earned. Employees contribute 4.5% of earnings to the pension.

Paid Time Off

At the City of Moline, we know that recharging away from work is just as important as the work you do every day. That is why we offer a generous leave package to all full-time, non-probationary employees. The amount of paid time off is dependent upon the employee's position and years of service. Paid time off includes vacation, sick leave, holidays, and personal days.

Paid Parental Leave

The City of Moline recognizes the importance of family and offers up to three (3) weeks of fully paid parental leave following the birth of a child or the placement of a child through adoption or foster care. This benefit allows employees time to bond with and care for their new family member while maintaining their regular pay. Specific eligibility and provisions may vary by employee group and are outlined in the applicable collective bargaining agreement or non-union employee handbook.

Deferred Compensation (457) & Voluntary Retirement Savings

The City of Moline offers voluntary retirement savings programs to help employees build additional financial security beyond their pension benefits. Through the Nationwide 457 Deferred Compensation Plan, employees may contribute a flat dollar amount or a percentage of their pay each pay period. Contributions may be made on either a pre-tax basis (taxed when withdrawn) or a Roth after-tax basis (withdrawn tax-free in retirement if qualified). Unlike many other retirement accounts, 457 plans do not carry a 10% early withdrawal penalty for distributions taken before age 59½.

Employees participating in the IMRF pension system may also elect to make Voluntary Additional Contributions (VAC) of up to 10% of earnings on an after-tax basis. These contributions earn a guaranteed interest rate through IMRF and may be taken as a lump sum or converted into an additional monthly annuity at retirement.

Flexible Spending Plan

Through the flex plan, using pretax dollars, employees can pay their portion of their health insurance premiums and qualified medical, dental, vision, and day care expenses. Employees are eligible to participate in the plan on the first of the month following a 30-day waiting period.

Employee Assistant Program (EAP)

The City of Moline provides a free and confidential Employee Assistance Program (EAP) through Employee & Family Resources for employees and their household family members. The program offers up to six counseling or life coaching sessions per year, along with financial and legal consultations, child and elder care resources, identity theft support, and access to an anonymous online peer support community.

Life Insurance

The City of Moline offers voluntary life insurance options to help employees provide financial protection for their families. Employees participating in the IMRF pension may enroll in a Group Decreasing Term Life Insurance plan through NCPERS, which includes Accidental Death & Dismemberment (AD&D) coverage and optional coverage for spouses/domestic partners and eligible dependent children. Employees may also elect Supplemental Term Life Insurance through MetLife, with coverage available up to five times an employee’s annual salary (guaranteed issue up to $100,000). Premiums are payroll-deducted, and coverage may be continued if employment with the City ends.
