How You’ll Contribute

As the Construction Inspector II with the City of Moline, you’ll support the successful delivery of municipal public works projects by applying your technical expertise in surveying, drafting, data collection, material testing, and construction observation. You’ll prepare plans, specifications, cost estimates, and reports; collect and analyze field data; and identify and document any deviations from approved plans during construction. As a lead on survey crews and assigned projects, you’ll coordinate work activities, guide technical staff, and collaborate with engineers, contractors, city departments, and the public to ensure projects are accurate, compliant, and completed to high standards in service of the Moline community.

Essential Duties

  • Perform surveying activities and collect accurate field data, including serving as lead on survey crews
  • Prepare and draft plans, specifications, sketches, and technical drawings for municipal public works projects
  • Provide construction observation to ensure work complies with approved plans, specifications, and standards
  • Identify, document, and report deviations from approved engineering plans during construction
  • Calculate quantities, reduce field notes, and prepare preliminary and detailed cost estimates
  • Conduct and schedule testing of construction materials, both delivered and in place
  • Utilize AutoCAD, GIS software, total station surveying equipment, and other technical tools to complete assigned work
  • Prepare plats, legal descriptions, and other technical or legal documents as required
  • Supervise and coordinate work of assigned technical staff on project-related tasks
  • Conduct traffic engineering studies and assist with related data collection and analysis
  • Maintain accurate project records, reports, and documentation
  • Collaborate with engineers, contractors, city departments, property owners, and the public to support project delivery

Additional Responsibilities

  • Assist with special engineering studies or pilot projects as assigned
  • Provide technical support to other departments on public works–related initiatives
  • Participate in training, safety meetings, and professional development activities
  • Support emergency response and infrastructure assessments following severe weather or incidents
  • Assist with updating standards, procedures, and technical documentation
  • Serve as a point of contact for routine public inquiries related to assigned projects
  • Support seasonal or workload-driven priorities across the Public Works Department
  • Other duties as assigned

Qualifications

Knowledge, Skills, and Abilities

  • Understanding of civil engineering principles and practices related to municipal public works projects
  • Familiarity with land surveying methods, construction standards, and engineering terminology
  • Proficiency in preparing accurate technical drawings, plans, and specifications using AutoCAD and related tools
  • Competence in performing engineering calculations, quantity takeoffs, and cost estimates
  • Capability to operate surveying, GIS, drafting, and material testing equipment safely and accurately
  • Capacity to recognize construction deviations and interpret engineering plans and specifications
  • Experience leading assigned projects or survey crews and coordinating the work of technical staff
  • Effectiveness in communicating clearly and maintaining productive working relationships with coworkers, contractors, officials, and the public

Education & Experience

  • High school diploma or GED equivalent, with demonstrated understanding of algebra and trigonometry
  • Five (5) years of experience in municipal public works, engineering support, surveying, construction inspection, or a closely related field
  • An equivalent combination of education, training, and experience that provides the knowledge, skills, and abilities required for the position may be considered

Licenses and Certifications

  • Valid Illinois driver’s license or equivalent.
  • Certification or licensure related to surveying, engineering technology, materials testing, or construction inspection (preferred, but not required)

Physical Demands and Work Environment

This position requires regular physical activity associated with fieldwork and construction observation, including standing, walking, bending, climbing, and working on uneven terrain. The employee must be able to perform medium-level physical demands, including lifting, carrying, pushing, and pulling materials, tools, or equipment weighing up to 50 pounds. Work is performed in a combination of office and outdoor environments, with frequent exposure to varying weather conditions, traffic, construction sites, noise, dust, and other job-site conditions. The role requires visual acuity for drafting, surveying, and plan review, as well as the ability to communicate effectively in person and by phone. Appropriate safety equipment and procedures are required and provided when working in field environments.

Residency Requirement

AFSCME employees shall live within a 20-mile radius from the City’s Emergency Center, located at 1630 8th Avenue in Moline, within 180 days of hire.

Eligibility For Insurance Begins The First Of The Month Following a 30-day Waiting Period For New Employees. The City And The Employees Share In The Cost Of The Plans. Medical, Dental, And Vision Plans Available To Employees, Retirees, And Other Eligible Dependents Include

Pension

American Federation of State, County and Municipal Employees (AFSCME), non-union, and United Auto Workers (UAW) employees participate in the Illinois Municipal Retirement Fund (IMRF). Retirement benefits are based on years of service and wages earned. Employees contribute 4.5% of earnings to the pension.

Paid Time Off

At the City of Moline, we know that recharging away from work is just as important as the work you do every day. That is why we offer a generous leave package to all full-time, non-probationary employees. The amount of paid time off is dependent upon the employee's position and years of service. Paid time off includes vacation, sick leave, holidays, and personal days.

Paid Parental Leave

The City of Moline recognizes the importance of family and offers up to three (3) weeks of fully paid parental leave following the birth of a child or the placement of a child through adoption or foster care. This benefit allows employees time to bond with and care for their new family member while maintaining their regular pay. Specific eligibility and provisions may vary by employee group and are outlined in the applicable collective bargaining agreement or non-union employee handbook.

Deferred Compensation (457) & Voluntary Retirement Savings

The City of Moline offers voluntary retirement savings programs to help employees build additional financial security beyond their pension benefits. Through the Nationwide 457 Deferred Compensation Plan, employees may contribute a flat dollar amount or a percentage of their pay each pay period. Contributions may be made on either a pre-tax basis (taxed when withdrawn) or a Roth after-tax basis (withdrawn tax-free in retirement if qualified). Unlike many other retirement accounts, 457 plans do not carry a 10% early withdrawal penalty for distributions taken before age 59½.

Employees participating in the IMRF pension system may also elect to make Voluntary Additional Contributions (VAC) of up to 10% of earnings on an after-tax basis. These contributions earn a guaranteed interest rate through IMRF and may be taken as a lump sum or converted into an additional monthly annuity at retirement.

Flexible Spending Plan

Through the flex plan, using pretax dollars, employees can pay their portion of their health insurance premiums and qualified medical, dental, vision, and day care expenses. Employees are eligible to participate in the plan on the first of the month following a 30-day waiting period.

Employee Assistant Program (EAP)

The City of Moline provides a free and confidential Employee Assistance Program (EAP) through Employee & Family Resources for employees and their household family members. The program offers up to six counseling or life coaching sessions per year, along with financial and legal consultations, child and elder care resources, identity theft support, and access to an anonymous online peer support community.

Life Insurance

The City of Moline offers voluntary life insurance options to help employees provide financial protection for their families. Employees participating in the IMRF pension may enroll in a Group Decreasing Term Life Insurance plan through NCPERS, which includes Accidental Death & Dismemberment (AD&D) coverage and optional coverage for spouses/domestic partners and eligible dependent children. Employees may also elect Supplemental Term Life Insurance through MetLife, with coverage available up to five times an employee’s annual salary (guaranteed issue up to $100,000). Premiums are payroll-deducted, and coverage may be continued if employment with the City ends.
