To collect, analyze, and evaluate crime related data from a variety of sources; to provide timely information, statistical data, strategies, reporting of grant programs, and recommendations to law enforcement operational and administrative staff regarding patterns, series, threat assessments, and crime trends; to provide information and assist with the coordination of investigations between jurisdictions; and to collaborate with  officers, detectives, and other specialized units by searching databases and reports and preparing a variety of publications, correspondence, charts, comprehensive reports, and graphs to aid in the investigation of criminal activities. 

Upcoming Salary Increases and Incentives:

3% effective 7/1/2026 

2.5% Education Incentive - Bachelor's Degree at time of hire 

5% Education Incentive - Master's Degree at time of hire

Applicants will be assessed on the application submitted. Essential and other important responsibilities and duties may include, but are not limited to, the following:

Essential Functions:

Research and analyze data from a variety of sources, including but not limited to, crime reports, field interview cards, and law enforcement databases; identify patterns, trends, series of crimes, and possible suspects.

Research, prepare, edit, and disseminate intelligence products such as trends, types of criminal and non-criminal activity, officer safety bulletins, threat assessments, forecasting criminal activity, incident bulletins, response times, reports, and presentations.

Assist in writing, editing, and reviewing grant proposals to obtain additional funding for unit operations.

Organize and display analysis in the form of diagrams, graphs, and charts of major crime organizations; create timelines and link analysis charts and subject profile packets to aid in crime prevention, special operations, and investigations.

Prepare a variety of daily, weekly, monthly, quarterly, and annual administrative, operational, and investigative reports.

Assist in updating the Department’s general orders relating to unit activities.

Prepare and present educational materials to the community and/or other law enforcement agencies, internal staff, and City Council.

Respond to citizen and media requests; maintain public contacts to gather information and promote goodwill.

Assist in preparing, presenting, and coordinating Department training programs.

Assist with electronic surveillance, including reading of calls, highlighting of events, assisting with determining involvement with associations, identifying users, requesting subscriber information, and providing the surveillance team with requested information.

Conduct telephone toll analysis by entering information into the Penlink system, obtaining subscriber information, reviewing reports for time and date of crime, analyzing phone calls, disseminating intelligence, and making recommendations to officers/investigators based on intelligence and analysis.

Enter and manipulate data using a computer.

Coordinate activities with members of outside law enforcement agencies.

Testify in court, as required.

Provide statistical analysis of productivity and other related subjects.

Perform high level association analyses involving interstate and international organizations.

Work with federal organized crime task forces on long-term investigations and major crime trafficking organizations.

Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service.

Observe and maintain a safe working environment in compliance with established safety programs and procedures.

Represent the Police Department on committees, study groups, project teams, and meetings at the local, regional, and state levels.

Marginal Functions:

Knowledge of:

Basic understanding of the Penal Code, criminal justice system, and the roles of various law enforcement agencies.

Technical report writing styles.

Effective research methods and practices.

Basic statistics and methods of graphic presentation.

Basic and Intermediate mapping procedures

Organization dynamics and intergovernmental relations

Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases. 

Ability to:

Prepare statistical charts, graphs, and exhibits.

Use statistical methods such as percent change, crime rates, averages, and frequencies, from a variety of databases to help provide useful statistics, measure effectiveness and guide decisions on deployment and utilization of police resources. 

Learn to prepare completed staff work for oral and written presentations.

Preserve confidentiality of sensitive materials.

Establish and maintain effective working relationships with those contacted in the 

course of work.

Communicate clearly and concisely, both orally and in writing. 

Operate office equipment including computers and supporting word processing, spreadsheet, and database applications. 

Maintain accurate analytical records, logs, and intelligence databases 

Experience and Training Guidelines

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

Experience:

None required. Prior sworn or non-sworn law enforcement experience, performing technical or analytical duties desirable. 

Training:

Equivalent to a bachelor’s degree from an accredited college or university with major course work in administration of justice, criminology, or a related field.

License or Certificate:

Mobility: frequent use of keyboard; frequent sitting for long periods of time; occasional bending or squatting. Lifting: frequently up to 10 pounds; occasionally up to 25 pounds. Vision:  constant use of overall vision; frequent reading and close-up work; occasional color and depth vision. Dexterity: frequent repetitive motion; frequent writing; frequent grasping, holding, and reaching. Hearing/Talking: frequent hearing and talking, in person and on the phone. Emotional/Psychological: frequent decision-making and concentration; frequent public and/or coworker contact; occasional working alone. Environmental: frequent exposure to noise. 

WORKING CONDITIONS

Work is performed in a typical temperature-controlled office environment subject to typical office noise and environment. Some positions may be assigned to remote locations. Positions may require occasional overtime or weekend work and travel is rare.
