The purpose of these positions is to lead various departments and provide professional, equitable, ethical and effective service delivery to the City, while providing guidance and strategic work direction to the assigned area of responsibility.  Service areas are grouped by function and include inspections, permitting, assessing, human resources/talent management, financial management, technology leadership and support, data and results facilitation, property assessment services to the community, hospitality (convention center) and many other services.

Work Location:
This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.

  1. Each Deputy Director is responsible for the functions that support delivery of City services in one of three major areas.
  2. Oversees a group of approximately 200-470 FTEs that provide services in assigned areas including Convention Center (hospitality), Regulatory Services, Community Planning & Economic Development, Human Resources, IT, Finance & Property Services, Assessor’s Office, and Performance Management & Innovation, and several more departments.
  3. Develops and leads effective and equitable strategies to support service delivery. 
  4. Ensures accuracy, timeliness, and accountability of assigned service functions. Ensures that program work is conducted in accordance with grant and city requirements.
  5. Directs staff in establishing work priorities and procedures which respond to service deliver needs.
  6. Supervises, supports, and develops department leaders in assigned areas of responsibility including clarifying expectations, delegating authority with accountability, and addressing performance concerns promptly. Provides ongoing, balanced feedback that both affirms strengths and identifies specific areas for growth, and partners with leaders to create actionable development plans and follow-up milestones.
  7. Manages and cultivates effective working relationships between all City departments and key partners and stakeholders; manages and cultivates effective working relationships between all City departments.
  8. Communicates and complies with enterprise-wide policies and procedures to all City departments to ensure understanding and implementation. 
  9. Leads the development of innovative strategies for creation of new or modification of existing programs, processes, and systems based on best practices and key stakeholder input. 
  10. Ensures fiscal responsibility and budget accountability of departments within scope of responsibility.  
  11. Creates and fosters an equitable work environment through development of policies, practices, and strategic investments; creates fair and just opportunities and outcomes for all people.
  12. Proactively updates, informs and solicits input from the City Operations Officer (COO) and peers on risks, tradeoffs, emerging issues, and interdepartmental impacts to support coordinated decision-making.
  13. Develops and implements surveys, measurements and metrics to evaluate program and department effectiveness and efficiencies.
  14. Establish and serve on teams for enterprise-wide initiatives to improve service delivery, as well as citywide strategic planning and goal setting.

  16. Oversees the presentation of reports, research efforts, planning documents and presentations to elected officials, stakeholder groups and public; presents complex information at public hearings, Council meetings and to large organizations, explaining City decisions clearly and respectfully while navigating public concern, and disagreement, and high-emotion environments. 
  17. Works with Human Resources-Labor Relations, as needed, on City’s collective bargaining priorities including helping to define strategy and compensation philosophy.

Minimum Education: College degree


Minimum Experience: Ten or more years of relevant experience.


Equivalency: An equivalent combination of education and experience closely related to the duties of the position MAY be considered.
