The Parks and Recreation Deputy Director provides high-level support, supervision, and oversight of Parks and Recreation Department’s facilities, recreation events and activities, administrative services, and staff. Responsibilities include, but are not limited to, direct oversight of general business operations, including maintenance and operations, recreation facility management, department IT, and safety and security training. Additionally, the Parks and Recreation Deputy Director is responsible for department general fund and capital improvement budget., capital improvement projects, meeting strategic goals, policy development, and special projects, while ensuring the City’s mission and core values are incorporated into all park and recreation operations, activities, and services.

  • Oversight and direction of the recreation services, recreation administration, and recreation facilities teams by leading staff to ensure activities and spaces are responsive to community recreational needs, meets level of service standards, and cost recovery goals.  
  • Direct and oversee the facility management of Davis Gym and other functions including creating a sense of belonging, operating within budget, cost control activities, annual budgets, and responding to emergency situations.
  • Oversee department business operations including policies and procedures, special event approval, fee schedules, and development and compliance of partnership agreements, memorandums of understanding, and contracts.
  • Serve as staff liaison to the Outdoor Recreation and Space Commission (OSRC) and other community groups/organizations as assigned.
  • Assess recreation software, employee scheduling, league scheduling, and other department systems to ensure systems are leveraged to meet the department’s technological needs.
  • Collaborate with the City’s Communications Department to advertise and communicate parks and recreation activities including promotions through printing, websites, software, social media, and other mediums as necessary.
  • Lead in the development, management, and execution of the budgets for recreation services, facilities, administration, and parks capital improvement budget. 
  • Guides and executes the Parks Capital Improvement Budget including prioritizing park needs, conducting community engagement in park projects, preparing communications, specifications, and proposal requests, selecting candidates, and providing updates to community and commissions.
  • Define and administer proposals, agreements, contracts, leases, and requisitions of equipment, services, or supplies for recreation facilities including defining purchasing requirements, preparing specifications, selecting vendors/contractors, negotiating proposals, and ensuring contractual compliance.
  • Research grant opportunities and prepare applications for relevant areas of responsibility.
  • Facilitate meaningful community engagement in project and policy initiatives.
  • Conduct ongoing evaluations, cost-benefit analyses of programs, events, and services.
  • Ensure all parks and recreation staff are trained in emergency and safety procedures.
  • Provide top-level customer service, share information, answer questions, and address concerns for the community members.
  • The Parks and Recreation Deputy Director is responsible for the department in the absence of the Parks and Recreation Director.

Supervisory Responsibility

This position does have employee supervisory responsibilities. Staff will also oversee participants to ensure safety, and enforcement of rules/regulations.


Minimum Qualifications
  • Bachelor’s degree in Recreation or related field.
  • Five years of experience supervising recreation facilities, events, and/or programs. 
  • Three years of experience supervising, evaluating, and coaching staff. 
  • Two years of experience in coordinating recreation facility operations. 
  • Experience and commitment to collaboration and building strong partnerships with external organizations and public agencies. 
  • Experience advocating for and implementing diversity, equity, and inclusion into policies, programs, projects, and services.
Desired Qualifications
  • Graduate degree in Recreation, Public Administration, Leadership, or related field. 
  • Experience with capital improvement projects.
  • Certification through the National Recreation and Park Association.
  • Experience serving as liaison to a board or commission.
  • Experience establishing and maintaining working relationships with outside agencies, community groups, and contractors.
  • Experience using park and recreation metrics and data in decision making.

Expected Hours of Work

Houre are typically Monday – Friday from 8 am to 4:30 pm. In addition to working office hours, this position may be required to work additional events. Hours may include nights, weekends, and holidays. 


Work is conducted primarily indoors. Employees in this position are generally free from work hazards. 


The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is required to:

  • Regularly read and interpret documents and other written material. 
  • Regularly communicate and exchange information with others in person, over the telephone, and using written communication methods. 
  • Frequently remain in a stationary position and regularly move within the building to attend meetings and access files and office machinery.
  • Occasionally traverse around the City to meetings or events. 
  • Regularly operate computers and other office equipment, such as a copy machine, printer, and telephone, as well as equipment/tools consistently found in parks and recreation. 
  • Occasionally move or transport items weighing up to 25 pounds.
