The Contract Compliance Officer oversees and administers all aspects of contract compliance, workforce, and certified small business participation for development projects, as governed by City Ordinance chapters 355 and 370 and corresponding ordinances.


Essential Functions

Contract Compliance


  • Ensure developer and contractor compliance related to programs including certified small business participation, the Residency Preference Program (RPP), First-Source Employment programs and apprenticeships.
  • Prepare correspondence to rectify noncompliance; recommend enforcement actions as required by City ordinance.
  • Coordinate with other City departments to onboard development projects.
  • Provide program-related technical assistance to staff, departmental leadership, development teams, contractors and community stakeholders.
  • Monitor the progress and impact of implemented initiatives, ensuring continuous improvement.
  • Provide training and support to stakeholders on new and existing processes and system changes.
  • Engage with the community to share and further program initiatives.
  • Partner with community organizations to support and develop trades-related internship and pre-apprentice initiatives.
  • Prepare and deliver written and verbal public testimony at City Council and Committee hearings.


Administrative


  • Develop, update and maintain Standard Operating Procedures (SOPs) consistent with City ordinances, internal policies and industry best practices.
  • Notarize qualifying Milwaukee residents as Residence Preference Program (RPP) workers; coordinate these efforts with First Source Staffing Agencies, area job centers and community organizations.
  • Collect, create, and interpret programmatic data to develop actionable insights.
  • Prepare reports, Key Performance Indicators (KPIs), presentations and recommendations for City and departmental leadership to drive strategic decision-making.
  • Assist with completing and processing Equity Impact Statements and perform relevant research to provide thorough and well-prepared data and policy-informed analyses.
  • Keep abreast of applicable legislative and council matters concerning development projects, community, and certified small business engagement.

Conditions of Employment

The Contract Compliance Officer is required to file a statement of economic interests in accordance with the Milwaukee Code of Ordinances Chapter 303-Code of Ethics.


  • Must work occasional evenings and weekends to meet departmental needs.
  • Must travel to various sites throughout the City of Milwaukee.
  • Must carry a cell phone during work hours.


Minimum Requirements


  1. Bachelor’s degree in economics, public policy, business administration or a related field from an accredited college or university.
  2. Two years of progressively responsible experience in contract administration and compliance or a closely related field.
  3. Certification as a Wisconsin Notary Public within three months of appointment and throughout employment.
  4. The ability to travel independently throughout the City of Milwaukee by public transportation, walking, bicycling or driving.


Equivalent combinations of education and professional experience may be considered.

  • Master’s degree in economics, public policy, business administration or a related field from an accredited college or university.

Technical


  • Knowledge of public policy and administration related to workforce development.
  • Ability to learn and apply construction management knowledge.
  • Ability to read and accurately apply State Statutes and City of Milwaukee Ordinances as they relate to contract execution and compliance.
  • Ability to read and interpret a wide variety of materials, including legislation, procedures, policies, reports, and technical publications.
  • Skill in Microsoft Word, Excel and PowerPoint to create documents, analyze data and create effective presentations.
  • Ability to apply basic statistical analysis skills, using computer software.
  • Knowledge of data research, collection and analysis techniques.
  • Ability to gather evidence from a variety of sources, organize and analyze the evidence, and draw logical conclusions.
  • Ability to take decisive action to ensure that contract compliance files and reports are accurately maintained.
  • Ability to conduct impartial and unbiased investigations and make fact-based decisions.
  • Ability to learn and apply compliance standards related to program requirements.

  • Written communication skills to compose research reports, email correspondence and memos.
  • Ability to verbally present facts and data in an organized and logical manner.
  • Ability to work cooperatively with team members, departmental representatives and City officials.
  • Ability to work cooperatively and fairly with people whose backgrounds may differ from one’s own.

Current Salary

The current salary range (2JX) is $72,768-$95,390, and the resident incentive salary range for City of Milwaukee residents is $75,679-$99.206. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.
