Purpose and Scope
Under direct supervision of the Assistant City Manager for Development Services and with project oversight from the City Engineer and other Engineering staff, this position executes professional municipal engineering activities, performs engineering work in the design, inspection and construction of public projects; and performs project related duties as assigned.

- Coordinating the Engineering Department’s infrastructure design program. Designing and preparing plans and specifications for engineering public works projects including water, wastewater, street, storm sewer, sidewalk and related projects using AutoCAD Civil 3D. Soliciting and integrating design input from stakeholders, including other City departments.
- Assisting the City Engineer with project administration.
- Providing oversight of project designs of street and utility work prepared by consultants, Engineering Aide and temporary labor within the Engineering Department. Final project authorization made by the City Engineer.
- Coordinating the Engineering Department’s asset management program, including the collection, entry, analysis and reporting of of condition data, such as PASER data using Roadsoft, and preparing state-required asset management plans and Act 51 mapping.
- Coordinating programs including annual sidewalk installation, surface treatment, public streetlighting, and special projects as assigned.
- Maintaining records for infrastructure projects, index and database of scanned improvement plans, and deeds and easements.
- Preparing and reviewing legal and centerline property descriptions.
- Under guidance from City Engineer, reviewing site plans and projects from other agencies to ensure compliance with City requirements.
- Assisting with reviewing and checking parcel maps and subdivision improvement plans for accuracy and conformance with City codes, ordinances and departmental requirements.
- Assisting the public in understanding and complying with applicable federal, state and local regulations, as well as municipal policies. Assists public at engineering department service counter with a wide variety of questions and requests.
- Conducting field investigations as directed. Serving as field inspector and field engineer representative on projects as assigned, with the potential for being in the field continuously for consecutive weeks or months.
- Reviewing grading, traffic control and various engineering plans to ensure compliance with City requirements.
- Assists in the preparation of staff reports for the City Council.
- Investigating complaints, conducting technical studies and preparing reports under the direction of the City Engineer?
- Performing all other duties as assigned by the City Engineer.
Required Knowledge, Skills and Abilities
- Associates degree or equivalent training in civil engineering, construction technology or a closely related field. Five years’ experience performing administrative and technical municipal engineering field and office work, including the use of AutoCAD Civil 3D to draw plans and profiles of roads and utilities. A combination of education and experience may be considered to satisfy these requirements.
- Must be proficient with engineering design software, including strong Auto CAD Civil 3D drafting skills. Must be able to perform CAD Technician duties.
- Demonstrated experience in use of horizontal and vertical datums, including SPCS and NAVD88.
- Experience in use of ArcGIS preferred.
- Experience in use of Roadsoft software preferred.
- Must be proficient in field data collection, including the use of GPS equipment, and basic GPS data analysis techniques.
- Knowledge of principles and practices of civil engineering as applied to construction methods, materials; possess techniques used in the inspection and construction of engineering projects; interpret engineering plans and specifications for City compliance.
- Must be able to express ideas clearly and concisely and establish and maintain effective working relationships with other employees, officials and the public; prepare clear and concise reports; establish and maintain effective and cooperative public relations; meet the public in situations requiring diplomacy, tact and poise; learn departmental functions in order to refer the public to appropriate parties; understand and carry out complex written and/or verbal directions.
- Must be able to make good professional judgments; possess working knowledge of municipal government and functions/operations of an administrative office; ability to learn, interpret and apply laws, rules and regulations with respect to particular assignments; apply good judgment in recognizing scope and authority and able to reflect program goals and the intent of the supervisor; ability to work independently.
- Demonstrated proficiency in operating appropriate technology, office equipment, word processing and spreadsheet software.

While performing the duties of this job, the individual must regularly move around the office, attend meetings at off-site locations and navigate through field sites and construction projects; must be able to work at a desk with office machinery for extended periods of time; communicate with individuals in person and by telephone; repetitively operate all standard office and field equipment such as a computer, drawing table, survey equipment and telephone; required to occasionally lift objects weighing up to 30 pounds.
