Nature of Work

This is a technical and administrative position responsible for providing cost estimates for infrastructure projects and programs by compiling and analyzing available information, utilizing a job ordering contract (JOC) system, and other standard estimating procedures and processes.

The incumbent in this position reports directly to the Department Director or designee and exercises considerable independent judgment and technical expertise in the completion of tasks.

Essential Functions

Compiles and analyzes information, historical data, confers with professionals and stakeholders, and performs site visits to determine preliminary scope of work.

Compiles and maintains records of estimated and actual project costs.

Estimates staff hours for professional services based on scope of work.

Develops, calculates, and presents conceptual cost estimates for professional services, for construction, and other costs factors associated with the project using limited preliminary design documents/information.

Prepares and estimates costs for construction by reviewing plans and specifications.

Prepares pre-bid project cost estimates as basis for evaluating contractors' bids.

Participates in cost negotiations.

Prepares job order contracts and sets unit prices for a variety of construction tasks utilizing a JOC system and standard estimating procedures and processes

Evaluates and advises on the comparative costs of alternative construction methods and materials

Identifies items in the design whose modification could result in significant cost savings

Reviews estimates prepared by consultants or contractors

Recalculates estimates as necessary

Interacts with project managers and team members to provide advanced analysis and customized reporting on project schedule status

Works together with project schedulers to create ad hoc reports and status updates

Collects data and information to create and maintain appropriate documentation of cost records

Performs other related duties as assigned.

Minimum Requirements

Bachelor’s degree in Civil Engineering, Construction Management, or a closely related field and two (2) years of experience performing constructioncost estimates utilizing standard estimating and contractingprocedures and processes for construction projects.

OR

An equivalent combination of education and experience beyond a high school diploma or its equivalentand six (6) months of the required experience.

  • Bachelor’s degree in Civil Engineering, Construction Management, or a closely related field from an accredited college or university. Foreign diplomas/degrees must be submitted with a credential evaluation report from an approved credential evaluation agency*. Translations of diploma/degrees are not accepted. If degree/diploma does not reflect the academic major on its face, transcripts indicating degree completion must be submitted. Audit/Academic reports are not accepted as substitutions for college transcripts.
  • To qualify under the equivalency clause, applicant must provide proof of education in one or more of the following applicable forms: copy of high school diploma, or equivalent, OR any higher accredited degree such as an Associate's, Bachelor's, Master's degree or higher.
  • Completion of a Professional Certificate Program, including those issued upon finishing training programs or coursework, are not accepted as standalone documentation for meeting the minimum educational requirement mentioned above. Applicants must submit proof of qualifying education, such as an accredited high school diploma or its equivalent, degree seeking credits, or college/university degree or transcripts explicitly outlined in this job announcement.
  • Approved Credential Evaluation Agencies:

Credential evaluation reports showing the United States equivalency for academic credentials earned in other countries may be provided by:

  • An accredited four-year college or university in the United States, OR
  • A current member of the National Association of Credential Evaluation Services (NACES), OR
  • A current member of the Association of International Credential Evaluators (AICE), OR
  • A recognized Professional Organization
