Nature of Work

This is skilled inspections and enforcement work to ensure compliance with the Florida Building Code, Miami Dade County Code, and other applicable codes and regulations as it relates to building construction, alteration, and repair.

Work involves responsibility for inspecting a variety of building and construction projects to determine whether plans, workmanship, and materials conform to legally established requirements. Employees of this class work independently on field inspections and routine office duties, consulting with a technical superior on more difficult or unusual problems. Work is subject to periodic checks and review by a technical superior.

Essential Functions

Inspects new construction for possession of permits; checks for conformity with building code and approved plans and specifications requirements, soil conditions for excavations, set-backs, foundation walls, vents, structural columns and beams; location and lay out of all steel reinforcing; inspects structural steel sections, wood trusses and roof braces, and partitions.

Reviews and checks appropriate permits and conformity to law in all alterations to building or structures including major repairs, additions, and minor repairs

Conducts investigations for possible non-compliance with City Ordinances or other building codes and assists in investigations of violations of the Florida Building Code.

Keeps records of inspections and investigations and prepares reports for the section, as required.

Performs Certificate of Use Inspections and follows up on complaints.

Minimum Requirements

Performs other related work as required.

  • Must meet the requirements for a Building Inspector as stipulated under the Miami Dade County Code, State of Florida Department of Business and Professional Regulations and applicable Florida Statutes at time of application and be certified by the Miami Dade County Board of Rules and Appeals within one year of appointment into the classification.
  • A Valid Driver's License from any state (Equivalent to a State of Florida Class E) may be utilized upon application, however prior to appointment a State of Florida Driver's License (Class E or higher) must be presented to the Department of Human Resources.

SPECIAL REQUIREMENT:

Employees in this classification may be required to work various shifts, to include nights, holidays and weekends.

NOTE:

Special requirements or exceptions may be necessary depending upon needs of the City; however, they must be in accordance with the requirement of the Miami Dade County Board of Rules and Appeals, the Florida Building Code Administrators and Inspections Board and Florida Statutes.

Documentation Requirements

Applicants, including City of Miami employees, must upload and submit attached copies of the following documents with the employment application. ALL DOCUMENTS SUBMITTED MUST BE CLEAR, LEGIBLE, AND IN PROPER FORMAT.

THE FOLLOWING DOCUMENTS ARE REQUIRED AT TIME OF APPLICATION AND ARE ACCEPTABLE FORMS OF PROOF:

  • A Valid Driver's License from any state (Equivalent to a State of Florida Class E) may be utilized upon application, however prior to appointment a State of Florida Driver's License (Class E or higher) must be presented to the Department of Human Resources.

AND

Must be able to be certified by the Miami-Dade County Board of Rules and appeals, and shall possess at least one of the following:

  • Five (5) years construction experience in a supervisory capacity and possess not less than two years of experience in the HVHZ or, in lieu of the HVHZ experience, shall have completed an eight hour HVHZ training course approved by the Board of Rules and Appeals before certification, and shall have at least one of the following:

(aa) A General Contractor's license issued by the Florida Construction Industry Licensing Board.

OR

(bb) A General Contractor's current Certificate of Competency or Certificate of Eligibility issued by the Miami-Dade County Construction Trade Qualifying Board.

OR

(cc) In lieu of the five years of construction experience in a supervisory capacity, two years construction experience and an Associate of Science Degree in Building Code Enforcement or other construction related curriculum awarded for completion of an educational course accepted by the Board of Rules and Appeals and a current general contractor license issued by the Florida Construction Industry Licensing Board, or a general contractor's current Certificate of Competency or Certificate of Eligibility issued by the Miami-Dade County Construction Trade Qualifying Board.

OR

(dd) A current registration from the State of Florida as an Architect or Engineer and building construction experience.

OR

(ee) Five years of experience in the construction industry and certification as a Building Inspector (Commercial Roofing) in Miami-Dade County and holding a current Certificate of Competency or a Certificate of Eligibility from the Miami-Dade County Construction Trades Qualifying Board or the Florida Construction Industry Licensing Board as a General Contractor.

Veterans' Preference: Veterans' Preference is awarded in accordance with Florida State Statute 295.07. If veterans' preference is being claimed, it must be indicated on the application form and proper documentation, including all forms DD-214 (Member 4) and the applicable FDVA- Veterans' Preference Certification Form(s) in accordance with rule 55A-7.013 - Documentation of Preference Claim, must be submitted with the employment application.

FDVA Certification Forms: Please complete the applicable Veterans' Preference Certification Form(s). Form(s) must be uploaded with your employment application along with acceptable proof of veterans' preference.

Selection Preference for City Residents: In accordance with APM 2-02, applicants for classified positions who are City of Miami residents and new hires will receive preference in selection from interview ranking bands provided that any two (2) of the following documents are submitted with the employment application and again at time of interview:

  • Utility bill dated within 60 days of the date of submission
  • Valid Florida Driver License or State-issued I.D.
  • Property Tax Statement dated within 1 year of the date of submission
  • Properly executed valid lease agreement
  • Homestead Exemption dated within 1 year of the date of submission
  • Motor Vehicle Registration dated within 90 days of the date of submission
  • Official school records or transcripts, dated within 90 days of the date of submission
  • W-2 (or 1099) Tax Form dated within 1 year of the date of submission

City of Miami residents are granted selection preference over non-City of Miami residents within the same ranking band resulting from an interview process.

Selection Preference: Selection preference within the same ranking band resulting from an interview process will be granted in the following order: 1) preference eligible veterans, 2) active City of Miami employees, 3) City of Miami residents, 4) all others.
