What are the responsibilities and job description for the Senior Management and Budget Analyst position at City of Miami Beach?
This is advanced technical and professional management and budget analysis work in the City's Office of Management and Budget (0MB) department. Employees in this class are highly responsible and possess management and analytical skills, as they are tasked with performing complex assignments in methods analysis, operations auditing, and productivity analysis, to develop improvements in the efficiency and effectiveness of City operations.
Emphasis of the work is on developing and collecting data; analyzing methods, procedures, and workflow; utilizing various work measurement techniques; preparing reports containing conclusions and recommendations; and assisting in the implementation of approved recommendations to reduce costs and improve productivity.
Supervision will be exercised over lower-level analysts in the accomplishment of assigned projects. Supervision is generally received from 0MB Director and Budget Officer who provide technical advice, reviews draft reports during various phases of assignments, and reviews completed work for professional quality and achievement of objectives. Represents 0MB Director and Budget Officer, when needed, at meetings and public functions.

- Assists Director in preparation of the Proposed and Adopted Budgets
- Develops and implements initiatives to ensure special projects are effective and successfully carried out
- Manages and executes multiple special projects simultaneously, while effectively building teams and leveraging support
- Analyzes departmental budget requests and recommends approval/disapproval of line items to the City Manager
- Researches and prepares responses to inquiries from the City Administration, Mayor and City Commission, residents, and community groups
- Prepares quarterly revenue and expenditure projections.
- Reviews City Commission agenda items for approval of funding for bid awards and appropriation of funds
- Reviews Purchase Orders and Direct Payment document for funding availability, proper account codes and appropriateness of purchase/payment
- Maintains the budgets in the City's financial management system.
- Maintains position control module in the payroll system.
- Reviews and recommends approval/disapproval of department's request to fill existing vacancies.
- Prepares Commission and Committee agenda items.
- Conducts research/analysis projects on ongoing basis on a variety of budget/ management issues.
- Develops/maintains forecasting models of financial trends for City budget purposes.
- Performs research, compile information related to costs of specific requests by departments and/or Labor Relations
- Provides support to fee studies and cost analyses.
- Performs reviews of city systems and related operations
- Supports senior managers in preparing and administering operating budget and financial analyses that include items such as capital improvement plans and other complex budget and financial assignments.
- Ability to maintain regular and punctual attendance.
- Performs special projects and related work as required.
- Bachelor's degree from an accredited college of university, with major course work in Business or Public Administration, Accounting, or related field
- Experience in planning, developing, and implementing a variety of projects
- Three (3) years' experience in preparing and implementing municipal budgets, auditing or research/analysis
- Experience can substitute for education on a year-for-year basis.
Preferred:
- One (1) year of experience in progressive and responsible managerial and administrative work relevant to the major duties/essential functions of the position

- Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to, word processor, calculator, copier, and fax machine
