What are the responsibilities and job description for the Management and Budget Analyst position at City of Miami Beach?
Employees assist in the development of guidelines for department budget preparation, make recommendations regarding fee (revenue) changes, monitor and review expenditures, maintain personnel position control, make recommendations regarding the results of fiscal or operational reviews, and perform general and technical fiscal analysis of a diverse nature.
Supervision is generally received from the 0MB management team who provide technical advice, review draft reports during various phases of assignments, and review completed work for professional quality and achievement of objectives.

- Assists Director in preparation of the Proposed and Adopted Budgets
- Analyzes departmental budget requests and recommends approval/disapproval of line items to the City Manager
- Prepares quarterly revenue and expenditure projections.
- Reviews City Commission agenda items for approval of funding for bid awards and appropriation of funds
- Reviews Purchase Orders and Direct Payment documents for funding availability, proper account codes and appropriateness of purchase/payment
- Maintains the budgets in the City's financial management system.
- Maintains position control module in the payroll system.
- Reviews and recommend approval/disapproval of department's request to fill existing vacancies.
- Conducts research/analysis projects on ongoing basis on a variety of budget/ management issues.
- Performs research, compile information related to costs of specific requests by departments and/or Labor Relations
- Performs reviews of city systems and related operations
- Supports senior managers in preparing and administering operating budget and financial analyses that include items such as capital improvement plans and other complex budget and financial assignments.
- Ability to maintain regular and punctual attendance.
- Performs special projects and related work as required.
- Bachelor's Degree from an accredited college or university in Business or Public Administration, or a related field
- Experience in preparing budgets, management systems analysis, performance improvement reviews, or related analytical work
- Experience can substitute for education on a year-for-year basis
Physical Requirements:
Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through personal contact, telephone, e-mail, or fax
- Physical capability to effectively use and operate various items of office related equipment such as but not limited to computers, computer software, calculator, copier and fax machine
- No significant standing, walking, moving, climbing, carrying, bending, kneeling, reaching, handling, sitting, standing, pushing, and pulling.
