Required Education and Experience:
- Graduation from high school or GED equivalent; and
- Must be 18 years of age or older; and
- One (1) or more years of experience in related field such as construction, architecture or engineering, code interpretation, compliance, building inspection, property management, or other related work history deemed applicable.
Preferred Qualifications:
- Municipal code interpretation.
- Interpretation/application of ordinances.
- Building inspection.
- Customer service and conflict resolution skills
Available Schedule:
- 8 hours daily, Monday - Friday

This position is part of the AFSCME employee group.
**Scheduled salary increases and a potential 2.5% Cost of Living Adjustment (COLA) are anticipated effective July 1, 2025**
The anticipated hiring range for the Ordinance Compliance Specialist position is $27.59 (first step) to $28.97 or $30.41 (second or third step). The City of Medford determines starting pay based on an evaluation of relevant education, experience, andqualifications as provided by the applicant in their application materials, alongside others who perform work of comparable character consistent with the Oregon Equal Pay Act. Six steps are included in this salary range, allowing opportunity for annual movement through the steps.

Examples of Job Duties: Essential Functions of the Position:
- Performs investigations of blighted conditions of occupied or buildings left abandoned, unsecured, partially destroyed or in an unreasonable state of partial construction. This includes unpainted or paint that has been allowed to deteriorate within the City and obtains code compliance with appropriate rules, guidelines and architectural standards governing violating conditions.
- Investigates and resolves blighted conditions using tact and diplomacy to encourage voluntary compliance.
- Coordinates necessary inspections and monitors project status. Maintains accurate records and completes investigative reports on each complaint investigated.
- Facilitate code compliance when violations are identified by educating businesses and residents about their responsibilities under the code.
- Prepares and sends appropriate compliance letters, works with citizens to achieve voluntary compliance, and performs follow-up inspections. May issue citations in cases where compliance is not voluntarily provided.
- Coordinates compliance efforts and responds with other City departments to address community livability concerns. Works closely with the Building Safety and Planning Departments to coordinate responses to a variety of land use, building, and livability issues.
- Develops and maintains forms, records, and reports; documents code violations with photographs and case notes.
- Responds to inquiries from the public, City staff, and others, interpreting and explaining City codes, ordinances, policies, and procedures pertaining to code compliance.
- May receive subpoenas, present evidence, and testify in court on code violation cases.
- Stays up to date with changes in codes, laws relative to blight, and enforcement techniques through continuing education and professional development opportunities.
- The scope of the assigned area will depend on departmental structure and is at the discretion of the Community Development Director or designated staff.
