Position Overview:
The Manistee Housing Commission is seeking a dependable and organized Property Manager to oversee the day-to-day operations of assigned housing units, including scattered site properties and office-based operations.
This position is responsible for leasing, tenant relations, rent collection, and ensuring compliance with housing programs and agency policies. The Property Manager serves as the primary point of accountability for tenant-related matters and overall property performance.
Essential Duties and Responsibilities
Property Operations & Oversight
- Oversee daily operations of assigned properties, including scattered sites
- Ensure units are maintained, occupied, and operating efficiently
- Coordinate with maintenance staff regarding work orders, unit turns, and property conditions
- Obtain bids for services and oversee vendor performance
- Monitor property performance and ensure adherence to budgets
Leasing & Occupancy
- Conduct apartment showings and leasing activities
- Perform final lease signings and ensure proper documentation
- Ensure units are marketed effectively and vacancies are minimized
- Maintain accurate waitlists and applicant tracking
- Ensure compliance with applicable housing programs and policies
Tenant Relations & Customer Service
- Serve as the primary point of contact for tenant communication and concerns
- Ensure timely and professional response to tenant inquiries and issues
- Address lease violations, disputes, and conflict resolution
- Promote a respectful and service-oriented housing environment
Rent Collection & Financial Oversight
- Oversee rent collection processes and ensure timely payments
- Monitor delinquencies and coordinate appropriate follow-up actions
- Maintain accurate tenant account records
- Assist with budget monitoring and cost control
Compliance & Documentation
- Ensure all leases, certifications, and tenant files are complete and compliant
- Maintain compliance with HUD, Public Housing, Section 8, and other applicable programs
- Ensure timely completion of recertifications and file documentation
- Support audits and reporting requirements
Staff Coordination
- Provide direction and oversight to Administrative Assistant regarding:
- Customer service operations
- Application processing
- File management and documentation
- Delegate tasks while maintaining accountability for outcomes
Minimum Qualifications
- High school diploma or GED
- Valid Michigan driver’s license
- Minimum of two (2) years of experience in property management, housing, or a related field
AND/OR
- Direct experience working within a public housing agency or affordable housing program
- Demonstrated experience with:
- Leasing and tenant relations
- Customer service
- Rent collection processes
- Basic compliance and documentation
Preferred Qualifications
- Experience with affordable housing programs (HUD, Section 8, LIHTC, etc.)
- Knowledge of leasing, certifications, and housing compliance requirements
- Experience supervising or coordinating staff
- Strong understanding of property operations
Skills & Abilities
- Strong organizational and time management skills
- Ability to manage multiple priorities and work independently
- Strong interpersonal and conflict resolution skills
- Attention to detail in documentation and compliance
- Ability to communicate professionally with residents, staff, and vendors
