SUMMARY:
Maintain all Water & Sewer Department maps and drawings in an efficient organized manner. Maintains and updates Geographical Information System Database (GIS). Performs special projects including flow monitoring, leak detection, inflow and infiltration studies and all others as assigned.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Daily maintenance of Water & Sewer Department maps and drawings.
Coordinates with contractors, developers, “in-house” crews, inspectors and engineers in order to obtain “as built” drawings.
Maintains and updates Geographical Information System (GIS).
Work in conjunction with line water and sewer personnel in order to effectively help in the development of the GIS.
Operates various Global Positioning System (GPS) equipment such as backpack, handheld or tablet devices in order to accurately map existing and future right-of-ways, utility lines, meters, valves, clean-outs, manholes, pumping stations and other related infrastructure items.
Utilizes the GIS to help coordinate emergency actions in events such as emergency water and/or sewer outages and helps to facilitate corrective measures.
Maintains and updates security system and security protocols including Federally Mandated Vulnerability Risk Assessment.
Coordinates with Assistant Director and Engineering to help assist in data collection for projects.
Operates and assists other Foremen in the operation of the sewer television equipment.
Installs and maintains sewer flow monitoring equipment. The prospective employee will collect the data from the equipment, generate reports and make the necessary recommendations.
Performs other duties as assigned.

QUALIFICATIONS:

The preferred candidate will have the ability to obtain both Distribution II and Collections license (not required upon hire date). Must have a strong demonstrated knowledge of computer systems, software and database development. Knowledge of GIS and GIS Development a plus.
EDUCATION and/or EXPERIENCE:
An Associate’s Degree or higher education in engineering, geography, computer technology or related field (from an accredited college) is a plus but not required. Education or experience in GIS and/or database development also a plus. Individual must be computer literate and have demonstrated skills.
LANGUAGE SKILLS:
Ability to read, analyze and interpret reports, plans, drawings and manuals. Ability to convey thoughts both orally and in written form. Must be a very good communicator with the ability to give and receive complex instructions.
MATHEMATICAL SKILLS:
Must be proficient with variables such as exponents and logarithms.
REASONING ABILITY:
Ability to apply principles of logical and scientific thinking to a wide range of variables. Ability to deal with nonverbal symbolism (formulas, scientific equations, graphs, etc). Ability to apply common sense understanding to carry out detailed, written and/or oral instructions. Ability to deal with problems involving few concrete variables in non-standardized situations.

PHYSICAL DEMANDS:
While performing the duties of this position, the employee is frequently required to stand, walk, climb and/or balance. The employee is required to use hands, reach with arms, stoop, kneel, crouch, crawl, talk and hear. The employee is regularly required to lift and move up to 25 lbs., frequently lift and/or move 50 lbs., and occasionally lift and/or/move up to 100 lbs. Specific vision abilities required by this job include distance and color vision.
WORK ENVIROMENT:
While performing the duties of this position, the employee must be able to work in all weather conditions. The employee is frequently exposed to moving mechanical parts. Occasionally, the employee is exposed to wet conditions; high, precarious places; acidic, toxic or caustic chemicals; risk of electrical shock; noise level in the work environment can be loud. Individual must be comfortable in an office environment. The employee must have demonstrated public service skills. This position will interact with the public frequently. Must be willing to work in a team oriented environment.
