The City of Lynchburg is seeking a Utilities Compliance Specialist. This position is responsible for performing complex technical and difficult administrative work regarding public education and compliance with Water Backflow and Cross Connection; reviews plans, reviews permits, conducts inspections, coordinates with contractors and citizens, maintains records, and responds to inquiries.ESSENTIAL DUTIES AND RESPONSIBILITIES
• Reviews plans and progress of the construction for water systems as related to the Backflow program;
• Conducts field inspections of water systems as related to the Backflow program to ensure compliance with regulations and prevent water contamination or pollution;
• Prepares and maintains reports and records such as inspection records;
• Reviews, tracks and follows up on device testing;
• Responds to inquiries and concerns from the general public and City personnel;
• Assists with the development and promotion of water programs in that they oversee, including conducting meetings to communicate the purposes and extent of the program;
• Conducts training with Department personnel and outside contractors/firms on regulatory, operational and technical issues;
• Attends training seminars/conferences to improve professional skills;
• Performs related tasks as necessary such as keeping abreast of new technology ;
• Gathers, organizes, analyzes or evaluates data or information and may prescribe action based on such data or information;
• Handles or uses machines, tools or equipment that require moderate instruction and experience such as protective equipment, field testing equipment, vehicles, computers and software programs;
• Responds to emergency calls.
ADDITIONAL DUTIES AND RESPONSIBILITIES include the following
• Other duties to provide direct or indirect service to the citizens may be assigned.
• When unusual situations occur and /or the City Manager declares a State of Emergency, all City employees may be required to accept special assignments and perform as needed to ensure appropriate service delivery.

EDUCATION AND/OR EXPERIENCE
Associate's degree (A. A.) in civil engineering or related field or equivalent combination of education and experience.Possession of valid driver’s license issued by the Commonwealth of Virginia and acceptable driving record according to City criteria.
Complete the 40-hour Backflow Training Course, with the Backflow Installation Class, within six months of employment.
Background in plumbing and plumbing codes for commercial and residential construction preferred.
Salary : $40,518 - $76,086
