$51,072 to $72,641 and $53,473 to $78,174

The salary in the Department of Water and Power is $73,622 to $91,475 and $102,249 (flat-rated).

A Maintenance and Construction Helper does a variety of semi-skilled manual tasks in construction, maintenance and repair activities.

  1. Six months as a Utility Pre-Craft Trainee with the Los Angeles Department of Water and Power; or
  2. One year of full-time paid experience in construction, craft or landscaping work; or
  3. One year of full-time paid experience in construction, craft or landscaping work while in the United States Armed Forces.
PROCESS NOTES

  1. Applicants who have at least six months of the required experience in Requirement #2 or #3 at the time of filing may file for this examination. However, they cannot be appointed until the one-year requirement is met.
  2. Active United States Military personnel may file for this examination. However, they cannot be appointed until they have completed their military service and have been discharged with satisfactory performance. Proof of military service and satisfactory performance must be provided prior to appointment.
  3. Applicants filing under Requirement #3 must submit at the time of filing their application a copy of their DD-214 or a copy of their military identification indicating End of Active Obligated Service (EAOS) date within six months from the application date. The copy of the DD-214 or military identification with EAOS must be attached to the on-line application BEFORE the application is submitted. If the copy is attached AFTER the on-line application has been submitted, it will not be available to the City and applicants WILL NOT be credited with having submitted it. Applicants who fail to submit the DD-214 or military identification with EAOS at the time of filing by not attaching it to the on-line application will not be considered further in this examination.
  4. In accordance with Section 608 of the Clean Air Act, an Environmental Protection Agency approved Technician Certificate may be required for some positions prior to appointment.
  5. The position of Maintenance and Construction Helper for the Department of Water and Power, Los Angeles World Airports, Los Angeles Police Department, General Services Department, Department of Recreation and Parks, Public Works - Bureau of Street Services, and Public Works - Bureau of Sanitation requires a valid Class C driver’s license issued by the California Department of Motor Vehicles (DMV). Applicants will be disqualified and candidates will not be eligible for hire if their DMV record within the last 36 months reflects three or more moving violations and/or at-fault accidents, or a conviction of a major moving violation such as DUI or DWI in any state or jurisdiction. Notice of disqualification or ineligibility for hire may be issued by the City of Los Angeles at any time before a final job offer is extended.
  6. Certain assignments in the Maintenance and Construction Helper positions with the Department of Water and Power and Public Works - Bureau of Street Services require a valid Class B driver’s license issued by the California DMV. Employees appointed to this classification that fail to obtain or maintain the California DMV’s Class B driver’s license may be subject to termination. For positions requiring a valid California Class B driver’s license, applicants will be asked to submit a commercial driving history in accordance with the California DMV CVC Section 1808.1 prior to completion of the probationary period.
  7. For Internal Use Only: Licensing verification for Class C licenses will occur at the time of appointment. Verification for Class B will occur before the end of probation.
  8. Some positions may require working in hazardous locations, such as confined spaces, near energized electrical equipment, and high voltage areas, and thus may be required to undergo annual medical examinations.

In accordance with Civil Service Rule 4.2, all applicants who apply may not be tested in this examination. To meet anticipated hiring needs, only a limited number of qualified applicants will be invited to participate in the selection process in the following order: 1) Los Angeles City promotional applicants who meet the minimum requirements. You must have received a regular appointment to a City position or be on a reserve list to apply for this examination as a promotional candidate; 2) Applicants currently employed by the City of Los Angeles on a part-time or exempt basis who meet the minimum requirements; 3) Remaining applicants who meet the minimum requirements in sufficient numbers to meet hiring needs based on a random sampling of those qualified candidates. Applicants not selected to be tested may re-apply in a subsequent filing period in order to be considered for that period’s selection process.
Examination Weight:  
Multiple-Choice Test: 100%

The examination will consist entirely of a weighted multiple-choice test administered and proctored on-line. In the on-line multiple-choice test, the following competencies may be evaluated: Reading Comprehension; Mathematics; Attention to Detail; Interpersonal Skills; Teamwork; Safety Focus, including: safety standards, procedures, and regulations as required by the California Occupational Safety and Health Administration (Cal-OSHA) and Watch Area Traffic Control Handbook (WATCH) when performing maintenance or construction work, including those related to personal protective equipment (PPE), ladder use, proper lifting techniques, proper use of construction equipment and tools, and working in potentially dangerous environments, such as high traffic areas and with potentially hazardous substances; Job Knowledge, including knowledge of: proper use and identification of basic hand tools, machinery, and equipment; methods and materials used in building, construction, maintenance, and repair work and their use(s); tools and methods used to collect accurate measurements; and other necessary knowledge, skills, and abilities.

The multiple-choice test will be proctored and administered on-line during a single session. Candidates invited to participate in the on-line multiple-choice test will be able to take the test from a remote location (i.e., their home) using a computer with a webcam and a reliable internet connection. Candidates will receive an e-mail from the City of Los Angeles outlining the dates and specific steps on how to take the multiple-choice test on-line. Candidates who do not complete and submit the multiple-choice test on-line using a computer by the specified date and time will not be considered further in this examination.
 
For candidates who apply between FRIDAY, JANUARY 30, 2026 to THURSDAY, FEBRUARY 12, 2026, it is anticipated that the on-line multiple-test will be administered between TUESDAY, APRIL 7, 2026 and MONDAY, APRIL 13, 2026.

For candidates who apply between FRIDAY, JANUARY 29, 2027 to THURSDAY, FEBRUARY 11, 2027, it is anticipated that the on-line multiple-test will be administered between TUESDAY, APRIL 6, 2027 and MONDAY, APRIL 12, 2027.

NOTES:
 
  1. This examination is based on a validation study, and as provided by the Civil Service Commission Rule 4.20, the multiple-choice test will not be subject to candidate inspection.
  2. Some positions are located in the Owens Valley area; only applicants who will accept a position in the Owens Valley area will be considered for these positions.
  3. The incumbents of some positions in this class may be required to pass an annual or periodic work fitness evaluation to determine their eligibility for continued employment in this class.
  4. Based on City policy, you may be required to undergo mandatory drug and alcohol testing prior to and during employment in this class.
  5.   7. You may take the Maintenance and Construction Helper multiple-choice test only once every 18 months under this bulletin. If you have taken the Maintenance and Construction Helper multiple-choice test within the last 18 months, you may not file for this examination at this time.
  8. Your rank on the employment list may change as scores of candidates from other administrations of this examination are merged onto one list.
  9. In conjunction with Civil Service Rules, applicants who have received a regular appointment to a City position or are on a reserve list will be considered Promotional candidates while all other applicants will be considered Open candidates.
  10. The promotional list will ordinarily be used ahead of the open competitive list. However, if open competitive candidates receive a higher score, without military credits, than the highest available promotional candidate, after adding 0.25 of a point seniority credit for each year of continuous classified City service, the Civil Service Commission, upon request of the appointing authority, may approve certification of such open competitive candidates ahead of the promotional candidates.
  11. A final average score of 70% or higher is required to be placed on the eligible list.
  12. In accordance with Civil Service Rule, Sec. 4.24, review periods may be combined. Candidates in the examination process may file protests as provided in Sec. 4.20, 4.22 and 4.23 as applicable and within the required time frame; however, the Personnel Department may respond to and resolve protests prior to the establishment of the eligible list.
Notice:
 
If you receive and accept an offer of employment to a regular position with the City of Los Angeles, your employee benefit coverage (including health and dental coverage as well as life insurance) will commence approximately six weeks after your original regular appointment. Not all positions in the City receive benefit coverage; you should inquire regarding the availability of employee benefits prior to accepting a position. All City employees are required to be Disaster Service Workers.
