Description
The Utility Billing Operations Supervisor is responsible for managing the daily operations of billing, collections, dispatch, and customer service activities within the Utility Billing Division. This role ensures efficient workflow, staff supervision, and system integration while maintaining compliance with City policies and delivering high-quality customer service.
Examples of Duties
Supervise daily billing, collections, and dispatch operations. Oversee and maintain integration between CIS, AMR, and other City software systems. Coordinate system upgrades, testing, and training with Information Services (IS) and staff. Train, evaluate, and support Utility Billing personnel (excluding cash application duties). Respond to customer inquiries and complaints; investigate billing issues and coordinate emergency responses. Develop and implement procedures for quality control and compliance auditing. Support strategic planning and system enhancements in collaboration with Utility Billing management and IS. Monitor delinquent accounts and authorize late fees, service disconnections, and account adjustments. Manage customer account activities, including setups, closures, transfers, and payment arrangements. Prepare and process reports, reconciliations, letters, forms, and notices. Maintain payroll records, leave balances, and timesheets for department staff. Coordinate maintenance of office systems, phones, and security equipment. Oversee end-of-month processing, delinquent tracking, and reporting metrics. Performs other related duties as assigned or required.
Minimum Requirements
Bachelor’s Degree in Computer Science, Computer Information Systems, Business Administration or related field, and three years experience in project management/computer-based systems, preferably with billing systems, including one year supervisory experience; OR an equivalent combination of education and experience. Must possess a valid Texas Driver’s License.
Physical Demands/Work Environment
Work is performed in a standard office environment. Subject to sitting for extended periods of time, standing, walking, bending, reaching, and lifting of objects up to 10 pounds. Exposure to potentially irate members of the public is involved.
