Definition:
Under the general direction of the Parks Superintendent, supervise the operation of park pump and irrigation systems, and personnel assigned to, the City’s parks system including, Parks maintenance, right-of-way maintenance, and municipal grounds maintenance.
Principal Duties:
Supervisors are expected to develop an enabling work culture centered on the needs of the City and the direction provided by managers. A working knowledge of the City’s regulations, personnel rules, mission and values, and applicable elements of the municipal code are required. Supervisors are also required to take an active role in mentoring staff in the context of the Collaborative Performance Plan (CPP). A minimum of two interim performance reviews and one final review of each assigned employee is required. Examples of supervisory duties include the following:
- Supervise the operation and maintenance of the City’s parks system including equipment maintenance, lighting, pump and irrigation systems, and snow operations. Develop and document the appropriate operations plan for areas of responsibility including documenting core work and priorities, developing standard operating procedures, and preparing maps and other visuals that assist with parks system O&M.
- Develop and deploy operations and maintenance programs that provide a safe, equitable and quality parks system. Implement and maintain computerized work management systems for the purpose of scheduling work and documenting work completion. Prepare spreadsheets and other documents that summarize operations and maintenance work and analyze costs.
- Prepare and provide input/feedback Parks Superintendent regarding preparing and administering the parks, right-of-way and municipal grounds maintenance budgets.
- Assist with the development of specifications for service contracts. Obtain price quotes and estimates for contracted services.
- Supervise, train, and evaluate staff. Recommend and participate in recruitment and selection. Evaluate performance and recommend/implement appropriate personnel actions. Schedule, assign and track staff activities and work completion. Prepare summary reports on staff activities, costs of operation, etc. as required. Provide technical training to staff and assist staff in identifying and obtaining outside training. Communicate Department and City policies, goals, and procedures to staff.
- Develop and implement safety programs and perform safety inspections of the parks system. Ensure that staff follows applicable safety policies and procedures, and that work is done in accordance with all local, state, or national safety codes and requirements.
- Ensure compliance with all current and applicable regulations and permits. Maintain knowledge of current and pending regulatory issues and changes in regulations.
- Oversee the purchasing of supplies, materials, equipment, and services related to the day-to-day operation of the parks system.
- Participate in the development and implementation of CIP projects for the parks service area.
- Provide professional representation of the parks service area at community meetings, council meetings, and advisory board meetings when requested.
- Review and process time sheets, vacation requests, and sick leave reports.
- Coordinate vehicle and equipment maintenance schedules with Fleet Services.
- Provide input on newly constructed equipment and facilities including verifying performance (turf, plantings, irrigation equipment, sports equipment, playgrounds, shelters, etc.)
- Supervise and oversee the potable backflow device testing and repair program.
- Supervise and oversee the semi-annual playground safety audit program.
- On call for snow deployment coordination and summer operations as needed.
Working Environment:
Work is performed indoors and outdoors under varying and extreme weather conditions. Work includes exposure to noise; dust; pollen; gases; oils, solvents, and chemicals; including a variety of herbicides, pesticides, and fertilizers. Work occasionally requires considerable physical effort including lifting and carrying up to 50 pounds, bending, stooping, kneeling, climbing, pulling, pushing, walking, and standing for extended periods of time. Coordination of eyes, hands, legs, and body is needed. Work requires the ability to understand and follow oral and written instructions and ability to perform written or computerized record keeping.
Qualifications:
Any combination of education and experience equivalent to a Bachelor's Degree in Parks, Recreation, natural resources, physical science, or a degree with related coursework and demonstrated experience leading, directing and/or supervising operations work. Experience with park landscape maintenance, irrigation, or horticulture is preferred.
Special Qualifications: Valid Colorado Driver’s License or ability to obtain within 30 days.
Based on the area of assignment, the following licenses and/ or certifications may be required:
o CPR and First Aid certification.
o Electrical Troubleshooting.
o Pump repair and maintenance.
o Certified Irrigation Technician.
o Playground Inspection certification.
