Pictured above is the Livermore Police Department's Real-Time Awareness Center (RTAC) - the primary operational center for our Crime & Intelligence Analysts. The RTAC is a state-of-the-art tactical communications and real-time analysis policing center that, together with the work of the Crime & Intelligence Analysts, provides real-time, actionable intelligence to dispatchers and officers in the field, supports Emergency Operations in the event of a local or regional disaster or emergency, and other important functions.

DEFINITION

Under general supervision, performs a variety of manual and automated crime research and analysis for the enhancement and direction of proactive law enforcement operations; maintains a data base of information regarding a variety of offenders; and performs other duties as assigned.

DISTINGUISHING CHARACTERISTICS

The Crime & Intelligence Analyst is responsible for establishing and implementing a systematic process for the collection and dissemination of pertinent information necessary to assist the Police Department’s operational and administrative personnel in planning the deployment of resources for the prevention and suppression of criminal activities.

SUPERVISION RECEIVED

General supervision is provided by a police department manager or supervisor.

None.

The important and essential functions will vary depending upon the position to which the incumbent is assigned. Crime & Intelligence Analysts are currently assigned to crime prevention/ administration and the Real Time Awareness Center; other assignments may include operations, investigations, task forces, or other analytical assignments. 

 

Information Maintenance

Maintains information in compliance with 28CFR Part 23 federal statue; and may receive or disseminate information as a liaison with parole, probation, California Department of Justice, Homeland Security, and other police agencies at the local, state, and federal levels.


Research and Reporting

Conducts extensive research and gathers, analyzes, coordinates, and disseminates intelligence information from a variety of criminal offense reports, arrest reports, public information databases, and other intelligence sources; prepares daily, weekly, monthly, and annual reports, information, and intelligence bulletins for dissemination to operational units within the police department and outside agencies.

 

Information Dissemination

Provides information and analysis and liaises with officers and detectives for major investigations, crime trends, and prolific offenders; link analysis; analysis of digital evidence; coordinates the provision of intelligence information on various organized crime groups to local, state, and federal law enforcement agencies; receive, evaluate, and transmit information through radio, computer-aided dispatch (CAD), and other technology platforms; monitors the Real Time Awareness Center (RTAC) including monitoring police radios, intelligence-sharing applications, various alert systems, and current news; coordinates meetings with citizen groups and organizations to provide information and improve community relations and crime prevention awareness; and organizes and assists in the planning, preparation, and instruction of various informational courses to officers and other police department employees. 

Demonstrated Knowledge of: 

Basic administrative research, analysis, and statistical methods; organizational concepts of police departments; law enforcement and the criminal justice system; methods and techniques of report writing; basic English grammar and sentence construction; and information data base administration and design.


Demonstrated Skills to:  

Research, interpret, analyze and distribute information in an effective manner; gather, compile, organize  and present information; communicate clearly and effectively both orally and in writing to include: writing clear concise reports, memoranda, policies, letters, and other written materials; utilize personal computers and computer software to perform word processing functions; exemplify an enthusiastic, resourceful and effective service attitude with co-workers, the public and others contacted in the course of the work.


Ability to

Learn the necessary laws, policies, procedures, data bases and general orders associated with this position which may include: the Automated Warrant System, California Law Enforcement Telecommunication System, Criminal Oriented Records Production Unified System, National Crime Information Center, Criminal Identification and Information, Juvenile Information System, Regional Crime Analysis Program, Western States Information Network, Violent Crime Information Network, and Northern California Regional Intelligence Center computer data bases.

 

Experience, Education, and Training Guidelines:

Any combination of experience, education, and training that would provide the best qualified candidates.  A typical way to obtain the knowledge, skills and abilities would be:

 

Experience:  Two years of experience involving the collection, research, evaluation, and analysis of law enforcement criminal information for the implementation and/or operation of programs in the criminal, behavioral, or social science fields.

 

Education:   Equivalent to an Associate’s Degree with major course work in public/business administration, criminology, police science, behavioral science, social science or a closely related field.  Experience may be substituted on a year for year basis.  A Bachelor’s Degree in a related field is highly desirable.

 

Training:  Any recent training such as academic courses and certification programs which are relevant to this job classification.


License:  Possession of a valid California Driver’s license and satisfactory driving record as determined by the City.

 

Certification:  Possession of a Crime and Intelligence Analyst certificate from an accredited college or professional crime analyst organization at time of hire is highly desirable. Possession of a Crime and Intelligence Analyst certificate from an accredited college or professional crime analyst organization is required within eighteen (18) months of appointment.


Other Requirements:  Willingness and ability to work holidays, weekends, scheduled overtime, and emergency overtime; attend meetings, conferences, and seminars during work and non-work hours which may require travel; comply with departmental grooming standards; and may be required to pass a federal background investigation for the purpose of obtaining security clearance.

 

Special Requirements:  Essential duties require the mental and/or physical ability to: work in a standard office environment; drive a vehicle; read or see objects under ambient, limited or artificial lighting and at a reasonable distance with sufficient clarity; hear normal speech and other audible events, even in combination with other environmental noise, including hearing voices transmitted by radio and telephone; speak clearly to be understood by others under normal or highly stressful circumstances, either directly or through amplified radio or telephonic transmission; and safely lift and maneuver office supplies, boxes, and equipment weighing up to 25 pounds.
