What are the responsibilities and job description for the IT Strategy, Innovation & Change Management Manager position at City of Little Rock?

Required Knowledge, Skills, and Abilities:
Knowledge of organizational change management methodologies and frameworks (e.g.,ProsciADKAR, Kotter), and of adoption and reinforcement techniques.
Knowledge of communications planning, training coordination, and adult learning principles.
Knowledge of business process analysis and stakeholder engagement techniques.
Knowledge of Information Technology infrastructure, concepts, and principles, including computer systems, networks, software administration, software development, design, and architecture.
Knowledge of project management techniques and methodologies, including project scope, budgeting, implementation, and vendor coordination.
Knowledge of project planning, documentation methods and standards, and tools unique to project management (e.g., flow charts, milestone status reports).
Knowledge of budget processes, research methods and techniques, and standard office practices and procedures.
Experience in innovative technology adoption and the identification and integration of emerging technologies.
Ability to develop and execute change communications, training, and adoption plans for enterprise initiatives.
Ability to assess organizational readiness, manage resistance to change, and measure adoption outcomes.
Ability to engage and influence stakeholders at all levels of the organization, both technical and non-technical, without direct authority.
Ability to coordinate project deliverables, timelines, vendors, and contractors within a Project Management Methodology (PMM).
Ability to estimate resources and participantsrequiredfor assigned projects.
Ability to analyze problems and develop plans to resolve them.
Ability to negotiate contracts with vendors and consultants for services.
Ability to develop, implement, and administer a budget, prepare budget requests, andmonitorexpenditures for budgetary compliance.
Ability tomonitor, direct, and review the work activities of assigned personnel.
Ability to conduct research; analyze, interpret, and report findings; and prepare narrative and statistical reports and presentations.
Ability to develop andmonitorpolicies and procedures.
Skill in theutilizationof project management software.
Skill in organizing and working with teams andfacilitatingcross-functional meetings.
Skill in the operation of a computer,utilizingdatabase, spreadsheet, and word processing software.
Skill in the operation of an automatic transmission automobile.
Ability to communicate effectively, both orally and in writing, with individuals and groups.
These knowledge, skills, and abilities are usually, although not always, acquired through completion of a Bachelor’s degree in Business Administration, Computer Science, Computer Information Systems, Organizational Development, or a related area; four (4) years of project management or organizational change management experience; and four (4) years of experience in IT project delivery, applications, or systems analysis involving multiple computer subsystems, to include two (2) years of project leader responsibility or one (1) year of supervisory experience. Experience supporting an ERP implementation or other enterprise system rollout, including the people-side adoption of change, is preferred. Equivalent combinations of education and experience will be considered.
Additional Requirements:
- ProsciChange Management Certification or an equivalent organizational change management credential (e.g., CCMP) is preferred.
- Project Management Professional (PMP) certification is preferred.
- Must possess a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License before employment and maintain licensure for the duration of employment in this position.
- Prior to any exposure to Criminal Justice Information, must obtain Criminal Justice Information System (CJIS) security and privacy certification and maintain the certification for the duration of employment in this position.
