Zoo Engineering Specialist

SAFETY/SECURITY SENSITIVE DESIGNATION & JOB OBJECTIVE

JOB OBJECTIVE: To clean, maintain and repair marine exhibits, water features, water treatment and filtration systems at the Little Rock Zoo to ensure compliance with the approved National Pollutants Discharge and Elimination System (NPDES) permit.

ESSENTIAL FUNCTIONS & SUPERVISORY RESPONSIBILITIES

• Cleans, maintains, and repairs marine exhibits, water features, water treatment and filtration systems at the Little Rock Zoo; performs routine tests of Zoo water systems; conducts field investigations to monitor the flow and quality of water discharge; calculates quantity of water which enters and exits the Zoo facility.
• Conducts field tests to measure the water quality (i.e., temperature, pH, etc.) to ensure compliance with Environmental Protection Agency (EPA) standards; inspects and services chemical flow pumps; collects water samples from pools and water features; monitors flow of chemicals to ensure compliance with established guidelines and ratios sends water samples to a private laboratory for additional comprehensive testing.
• Prepares narrative and statistical reports to submit to the Arkansas Divisionof Environmental Quality (DEQ) according to the established guidelines; prepares records and reports of chlorine tests, backwash logs of water pressure, pool cleaning records; advises supervisor of storm water discharge status.
• Collects and maintains all DEQ documentation concerning the National Pollutants Discharge and Elimination System (NPDES) permit; ensures the appropriate actions are taken timely and are according to the NDPES permit; ensures application for the NPDES permit is conducted on a timely basis in compliance with established procedures.
• Administers the Storm water Pollution Prevention Plan to ensure all storm water discharge quality is in compliance and quantity is accurately measured and monitored.
• Performs routine maintenance of water systems and related equipment to include: backwash of filtration equipment, adjusts water flow to pools and water features, cleans filter screens, opens and closes valves to assure proper water flow and circulation; inspects discharge waste to assure clarity, places filters on-line in compliance with established regulations and procedures.
• Services and maintains air compressors, ozone generators, fractionators, heat-chiller exchanges, and related equipment required to ensure efficient operation of filtration systems.
• Troubleshoots and repairs pumps, filters, valves, actuators, PVC pipe, controllers, and ozone and chlorine disinfection systems.
• Consults with contractors, engineers, and architects to ensure that the storm water discharge system is in compliance with the established NPDES during new construction, rehabilitation and daily operation activities.
• Establishes and maintains databases relative to the water flow and quality to include water quantity; water quality; biological and chemical parameters and equipment and tool inventory; work orders; and job costs; prepares and prints reports; submits to supervisor.
• Ensures that water discharge containing animal wastes from individual Zoo exhibits is properly routed to the appropriate discharge points and is treated according to the established EPA guidelines before leaving the Zoo facility.
• Serves as backup in the absence of the Zoo Facilities Projects Supervisor by assigning, monitoring and reviewing the construction and maintenance work activities of employees and construction projects to ensure efficiency and compliance with established plans and specifications and by visiting work sites and review work orders and sketches to estimate the amount of material needed for assigned projects, obtains bids for estimated materials and notifies supervisor of needed materials as assigned.
• Provides training in the proper use of hand and power tools and equipment.
• Ensures that all assigned equipment is maintained according to Department guidelines; notifies supervisor of major repairs needed.
• Checks delivery tickets for accuracy and notes applicable jobs.
• Operates and maintains a variety of specialized equipment and hand and power tools such as sprayers, saws, hand pumps, electrical pumps, jacks, torches, plumbing snakes and related equipment.
• Operates a computer utilizing database, spreadsheet, and word processing software in the performance of essential job functions.
• Operates a City pool automobile in the performance of essential job functions.

SUPERVISORY RESPONSIBILITIES: part-time Zoo Laborer(s).

MINIMUM QUALIFICATIONS & ADDITIONAL REQUIREMENTS

These knowledge, skills, and abilities are usually, although not always, acquired through completion of two (2) years of college coursework in Civil Engineering, Engineering Technology, Construction Technology, or a related area, two (2) years of experience in civil engineering, wastewater engineering, wastewater or water data collection, or construction inspection, and one (1) year of supervisory experience. Equivalent combinations of education and experience will be considered.

ADDITIONAL REQUIREMENTS:

• Must possess a valid Arkansas Class D (Non-Commercial Vehicle) Driver's License before employment and maintain licensure for the duration of employment in this position.
• Must possess certification as a Wastewater Operator, Class 1 within six (6) months of employment and maintain certification for the duration of employment in this position.
