Manages and approves City's Right-of-Way (ROW) program. Reviews and approves ROW permits, provides staff support for the Utility Coordination Committee, and coordinates permit and construction schedules with other city departments.
ESSENTIAL DUTIES & RESPONSIBILITIES

- Supervises, directs, and evaluates assigned staff. Supervisory functions include: makes hiring and termination decisions; prioritizes assignments and directs work; develops and oversees employee work schedules and approves time away from work; provides and/or facilitates employee training and development; approves/processes employee concerns and problems and counsels or disciplines as appropriate; completes employee performance appraisals; determines or makes recommendations regarding new hire salaries and salary changes; and acts as liaison between employees and management.
- Leads the Utility Coordination Committee, works closely with utility companies to trouble shoot and solve problems that arise during construction.
- Approves Right-of-Way permits and maintains archives of all permits in order to respond to audits and requests for information.
- Processes Texas Department of Transportation (TXDOT) permits, including driveway permits and utility connections permits, utilizing TXDOT permitting software.
- Conducts meetings for predevelopment and technical review. Archives and manages potential projects, communicating with other departments as necessary.
- Responsible for reviewing and approving temporary street closure requests and beer and wine permit applications.
- Drafts ordinance amendments, when necessary, enters agenda items into Legistar, and prepares City Council presentations.
- Provides customer service, answering questions regarding existing and proposed projects and communicating with customers to offer solutions pertaining to potential projects.
- Reviews and approves sidewalks and driveway plans in Avolve for residential projects and new businesses.
- Ensures the Right of Way Division's Standard Operating Procedures (SOPs) are regularly reviewed and revised to reflect current practices.
- Will be required to drive a City vehicle for city business use.
- Performs other duties as assigned.

- Bachelor’s degree from an accredited* college or university in Civil Engineering or related field

As part of the minimum requirements for all positions with the City of Laredo, a thorough background check and certified school transcripts will be required from all applicants who are offered employment.
Effective February 24, 1997, all selected applicants are required to undergo a drug and alcohol test prior to employment.
