Identifies and evaluates workplace hazards by inspecting City-owned facilities and mobile work sites. Recommends corrective action to eliminate or minimize hazards for City employees that may be exposed to workplace hazards.  Conducts safety training's and meetings to educate employees on recognizing and controlling workplace hazards. Enforces the City's safety program and monitors the effectiveness of the same. Conducts loss trend analysis, investigates industrial accidents, and works with various City departments on issues related to safety and loss control. Conducts investigations of accidents/incidents and compiles safety reports with supporting documentation.  Will be required to be on-call after hours and weekends.ESSENTIAL DUTIES & RESPONSIBILITIES

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.
 
  • Assists the Risk Management Division in implementing and enforcing the City's safety and Loss Control Program.
  • Investigates work-related accidents and incidents involving City employees, such as but not limited to Motor Vehicle Accidents (MVA) or Property Damage; identifies causes and makes recommendations for corrective action through written reports; maintains accurate and thorough records per protocol; communicates with all Department Directors and individuals involved.
  • Supports safe work practices through field and worksite audits; identifies hazards and unsafe work practices.
  • Analyzes data, employee accident reports, and workers' compensation claims; identifies trends, causes of injuries, and recommends proper training and corrective action.
  • Guides employees on how to use safety equipment and techniques in the proper manner.
  • Conducts studies and analysis of industrial accident causes and hazards.
  • Assist in formulating general safety policies and procedures to be followed by departmental personnel in compliance with local, state, and federal rules and regulations.
  • Consults with all departments on design and proper use of personal protective equipment (PPE).
  • Inspects City facilities to detect existing or potential accident and safety/health hazards and recommends corrective or preventive measures when required.
  • Alerts and apprises managers, supervisors, and employees to the hazards of working with toxic fumes, dangerous chemicals, and other hazardous substances.
  • Conducts regular safety inspections, assesses fire exit plans, and coordinates fire drills for City properties.
  • Enforces safety rules and regulations.
  • Identifies safety training needs based on accident trend analysis.
  • Develops and maintains safety programs for various departments and conducts regular safety training's, safety meetings, and/or tail-gate meetings.
  • Evaluates and analyzes all workers' compensation injuries and identifies trends and recommends corrective action.
  • Identifies loss trends and recommends corrective actions.
  • Monitors recommended corrective actions to ensure their implementation and effectiveness.
  • Serves as a safety resource for all departments, department safety committees, the City's Safety Committee, and the general public.
  • Compiles and maintains injury records, accident investigation reports, training records, inspection reports, and fire drill reports.
  • Assists departments in designing and implementing an Accident Prevention Plans (APP) based on department trend analysis.
  • Monitors and audits the department's Accident Prevention Plans (APP) and ensures the department is meeting all recordkeeping requirements (if applicable).
  • Coordinates, completes, reviews, and updates the City's Safety and Loss Prevention Manual.
  • Performs Job Safety Analysis (JSA).
  • Researches literature, laws, standards, and technical developments in the field of occupational safety and health.
  • Provides timely and effective safety services for all City departments and sites.
  • Responds to motor vehicle accidents that involve City-owned vehicles, mobile equipment and/or property, which includes leased units.
  • Receives and investigates employee complaints of unsafe working conditions.
  • Compiles and submits reports to state and federal agencies when required.
  • Conducts construction site inspections, safety and personal protective equipment (PPE) inspections, building inspections, traffic control inspections, and event inspections.
  • Trains employees on safety policies, procedures, and protocols including but not limited to vehicle policy, reporting procedures, special events safety inspection policy, personal protective equipment (PPE), First Aid, Cardiopulmonary Resuscitation (CPR), and Automated External Defibrillators (AED).
  • Attends training to gain knowledge and competencies required to conduct inspections.
  • Maintains 24/7 availability to respond to any accidents or incidents when on-call duty.
  • Documents all accidents, injuries, complaints, incidents, trainings, and inspections.
  • Must possess basic computer skills; will be required to create material to employee training that includes but is not limited to: PowerPoint presentations, training manuals, etc.
  • Required to be on-call after hours and weekends.
  • Will be required to drive a City vehicle for City business use.
  • Performs other related work as required.

  • Knowledge of personal protective equipment (PPE), First Aid, Cardiopulmonary Resuscitation (CPR), and Automated External Defibrillators (AED).
  • Knowledge of City and departmental operations.
  • Knowledge of safety best practices.

  • Knowledge of City of Laredo policies and procedures.    
  • Knowledge of modern office procedures and methods including computers and applicable software, including but not limited to: Microsoft) Office Suite, Canva, Webex, and Adobe Acrobat/Foxit.

Position will have the following exposures

Required Education and Experience
 
  • High School Diploma or G.E.D.
  • At least three (3) years of experience in safety or risk management

Required Licenses or Certifications:
  • Valid Texas Driver License. If applicant holds an out-of-state license, a State of Texas Driver License must be obtained within 6 months of employment.

Desirable Licenses or Certifications:
  • Certified Playground Safety Inspector from the National Recreation & Park Association (NRPA) is desirable


The following Licenses and/or Certifications must be obtained after employment. Continued employment is contingent on successfully obtaining required certification(s) and/or license(s) within the specified period of time indicated from the time of hire.

  • First Aid/CPR/AED for Adult, Child, & Infant Certification must be obtained within six (6) months of employment

As part of the minimum requirements for all positions with the City of Laredo, a thorough background check and certified school transcripts will be required from all applicants who are offered employment.


Effective February 24, 1997, all selected applicants are required to undergo a drug and alcohol test prior to employment.


Effective January 7, 2008, all persons in safety-sensitive functions/positions, as per City of Laredo Drug and Alcohol Policy definition, shall be subject to random drug and alcohol testing.
